- 43 CFR Part 1820--Application Procedures, Execution and Filing of Forms; Correction of State Office Addresses for Filings and Recordings, Proper Offices for Recording of Mining Claims (Federal Register, 7/19/96, 61 FR 37686-37687). This administrative rule amends the regulations on execution and filing of forms in order to reflect the new address of the California State Office of the BLM, which moved in June 1996. All filings and other documents relating to public lands in California must be filed at the new offices of the State Office.
- 43 CFR Part 2560--Alaska Occupancy and Use; Alaska Homestead Settlement (Federal Register, 9/10/96, 61 FR 47724). This final rule removes regulations on Alaska occupancy and use concerning homestead settlements. BLM takes this action because the Federal Government has closed homesteading in Alaska, making the current regulations obsolete. [See Correction of 9/17/96, 61 FR 49008.]
- 43 CFR Part 4100--Grazing Administration, Exclusive of Alaska; Development and Completion of Standards and Guidelines; Implementation of Fallback Standards and Guidelines (Federal Register, 11/25/96, 61 FR 59834-59835). This final rule adopts amendments to the livestock grazing regulations of the BLM to allow the Secretary of the Interior (Secretary) discretion to postpone implementation of the fallback standards and guidelines beyond February 12, 1997, but not to exceed the 6-month period ending August 12, 1997. The final rule will allow the Secretary to provide additional time for BLM to collaborate with resource advisory councils and the public to develop State or regional standards and guidelines. Without this change to the regulations, fallback standards and guidelines would go into effect on February 12, 1997, despite the fact that work on State or regional standards and guidelines might be nearly complete.
- 43 CFR Part 3710--Use and Occupancy Under the Mining Laws (Federal Register, 7/16/96, 61 FR 37115-37130). This rule sets forth the restrictions on use and occupancy of public lands open to the operation of the mining laws that BLM administers in order to limit use and occupancy to those involving prospecting or exploration, mining, or processing operations and reasonably incidental uses.
- 43 CFR Parts 2120, 4100, 4600--Leases; Grazing Administration (Federal Register, 6/7/96, 61 FR 29030-29031). This administrative final rule transfers the regulations at 43 CFR Subpart 2120 in their entirety to a new 43 CFR Part 4600 which is under Subchapter D, Range Management. The regulations at former part 2120 were included under 43 CFR Group 2100, Acquisitions. The regulations at the former Part 2120 implement provisions of the Pierce Act (43 U.S.C. 315m-1 to 315m-4 inclusive) to provide for the lease of State, county or privately owned land located in grazing districts.
