National Public Lands Day 2000

National Public Lands Day Partnership Wins Hammer Award

Photo of Morley Winograd, Sylvia Baca, and Kevin CoyleIn early December 2000, BLM and nine other organizations were honored as winners of the Vice President's Hammer Award. The "National Public Lands Day (NPLD) Partnership," with BLM as team leader, was selected as a 2000 recipient of the award. Each year, this award is bestowed upon teams of Federal employees who have made significant contributions in support of reinventing government principles. The NPLD team, comprised of several Federal land management agencies and the National Environmental Education & Training Foundation, is responsible for coordination of NPLD activities across the nation. The event was held Monday, December 11, at the American Institute of Architects building in Washington, D.C.

USDA Forest Service Director Mike Dombeck, who was Acting BLM Director during the formative years of National Public Lands Day, spoke about the creation of the event and how it has grown over the past few years. Dombeck gave special recognition to Francis Pandolfi, former Chairman of the Times-Mirror Company, who helped start the project in the early 1990s. BLM Deputy Director Nina Hatfield echoed Dombeck's comments and emphasized the cooperative efforts of the agencies and partners in the project. Kevin Coyle of the National Environmental Education Training Foundation (NEETF), in the keynote address, described the complexities of organizing hundreds of events and thousands of volunteers each year. Morley Winograd, the executive director of the National Partnership for Reinventing Government, made the individual presentations. Winograd said that he has participated in hundreds of Hammer presentations, but all share a common theme of partnership, creative management, and innovative funding.

Acting BLM Director Sylvia Baca, Assistant Director for Communications Larry Finfer, and Environmental Education and Volunteers Group Manager Mary Tisdale accepted the Hammer Award from Winograd on behalf of BLM.

National Public Lands Day is made possible by the work of ten agencies whose representatives accepted Hammer Awards . Agencies represented (from left to right) are the Corps of Engineers, the US Fish and Wildlife Service, the Forest Service, the National Park Service, the Bureau of Land Management, the National Environmental Education and Training Foundation (also accepting an award for the Tennessee Valley Authority), the Department of Defense, and the Bureau of Reclamation.
