Shirley was unable to attend the ceremony, but participated via conference call.

David Erickson, an Outdoor Recreation Planner for the BLM in Roseburg, Oregon, is recognized for professional management of a BLM volunteer program that has contributed work valued at $200,000.

Ed Waldheim, of Glendale, California, is recognized for 9 years of volunteer service in the BLM's Ridgecrest Field Office promoting responsible off-highway vehicle (OHV) use on the public lands in Southern California.

The Red Hill Council, a grass-roots volunteer group, is recognized for helping BLM preserve the recreation and aesthetic values of the Red Hills area in central Colorado. Davis Farrar accepts the award for the Council.

Doug Huntington, a BLM employee in the Eugene, Oregon, District is recognized for his management of 277 volunteers who contributed more than 35,000 hours of service to the public lands.

This group is recognized for 17 years assisting at the BLM's Little Book Cliffs Wild Horse Area, just north of Grand Junction, Colorado. Judy Cady, president of the group, accepted the award later in the day, as their plane was delayed due to bad weather. Accompanying Judy were members Patsy Davis, Beverly Madaris, and Debbie Welsh.
