Proposed Pipeline Route for Utah to Nevada Pipeline

The Proposed Resource Management Plan Amendment and Final Environmental Impact Statement (PRMPA/FEIS) entitled: UNEV was published April 16, 2010. This document has been developed in accordance with the National Environmental Policy Act of 1969 and the Mineral Leasing Act of 1920, as amended. The Bureau of Land Management prepared this document in consultation with several cooperating agencies, including the Bureau of Indian Affairs; Moapa Band of the Paiute Tribe; U.S. Air Force, Nellis Air Force Base; U.S. Army, Tooele Army Depot; and U.S. Forest Service, Dixie National Forest; and taking into account public comments received during this planning effort. The PRMPA/FEIS is open for a 30-day review and protest period beginning April 16, 2010, the date the U.S. Environmental Protection Agency published the Notice of Availability of the PRMPA/FEIS in the Federal Register.

Project Description: UNEV, LLC is proposing to construct and operate a 399-mile, 12-inch petroleum products pipeline that would originate in Woods Cross, Utah, with terminals northwest of Cedar City, Utah, and just northeast of Las Vegas, Nevada. The public was provided a 30-day scoping comment period at the beginning of the environmental impact statement (EIS) process to identify potential issues and concerns associated with the Proposed Action. These issues were used to help develop alternatives to the Proposed Action and to address mitigation prior to the publication of the Draft EIS. Substantive comments received during the public review period of the Draft EIS and responses to these comments are provided in Appendix L of Volume II of this document. To aid the reader, substantive changes made between the Draft RMP Amendment/Draft EIS and the PRMPA/FEIS from public comments are italicized throughout the document. The PRMPA/FEIS is largely based on the Preferred Alternative in the Draft EIS, which was released in December 2008. This document contains the proposed plan amendment, proposed action, and impacts to the human environment that are associated.
