How to Apply for a Special Recreation Permit Step 1: Review the information on this website for general information on how to apply for a Special Recreation Permit. Step 2: Call the St. George Field Office Outdoor Recreation Planner. A pre-application meeting will be held over the phone or in person. The pre-application meeting is the best time to discuss the feasibility of permitting your activity, the ins and outs of permit fees, and estimated processing time. Step 4: Submit completed application packet to BLM St. George Field Office, Attn: Outdoor Recreation Planner, 345 East Riverside Drive, St. George UT, 84790. Application Deadlines and Special Regulations For commercial guiding, competitive events, and group events: Beginning May 16, 2011, completed application packets for new Special Recreation Permits in the St. George Field Office will only be accepted between September 1 and September 30. In addition, all new application packets must be submitted at least 180 days prior to the scheduled date of the activity. This lead time is standard Bureau policy and is necessary to complete paperwork and any required environmental analysis in a timely manner. Because of the limited 30 day window, some applications may need to be submitted more than 180 days in advance. The renewal or modification of existing permits will continue to follow standard Bureau procedures and will not be counted as a new application. This will be a temporary situation that will remain in place while resource managment plans for the Red Cliffs and Beaver Dam Wash National Conservation Areas and an office-wide travel management plan are completed. Once these three plans are complete, Special Recreation Permits will again be accepted at any time of year.
