On June 29, 2007, the BLM Idaho State Director signed the Record of Decision approving the Coeur d’Alene Resource Management Plan (RMP), which became effective on that date. The approved RMP will guide management of over 97,900 acres of public land managed by the BLM in Boundary, Bonner, Kootenai, Shoshone, and Benewah Counties of Idaho. It is the result of three years of effort, including participation by members of the public and interested organizations.

Administrative Appeals and Protests
In accordance with the Code of Federal Regulations (43 CFR 1601.5-2) and BLM policy, all decisions in the RMP, except for motorized route designations, were protestable to the Director of BLM upon publication of the Proposed RMP/Final Environmental Impact Statement (October 2006). The determination of the Director of BLM regarding protests was the final decision for the Department of the Interior. There is no further administrative appeal process for these decisions. However, BLM policy specifies that motorized route designations are implementation level decisions. Implementation level decisions are not subject to protest as specified in the planning regulations, but are subject to administrative appeal, as described in 43 CFR 4.4. Therefore, any party, who is adversely affected by the motorized route designations in the Approved RMP, may appeal these designations. Appeals must be filed within 30 days after publication of the Notice of Availability for the ROD in the Federal Register, which occurred on September 4, 2007. This means all appeals must be received by the Coeur d’Alene Field Office by October 4, 2007.
