Monument Preparation Plan: The
BLM Colorado State Director approved this document on January 4, 2001.
This plan identified anticipated planning issues, management concerns
and planning criteria. These issues, concerns and criteria serve to establish
the initial scope of the planning effort. This plan also addressed
administrative considerations including staff and budget requirements,
project scheduling and data requirements and availability.
Analysis of the Management Situation: This report provides
a description of the current management situation, the affected resources, and the capability and condition of the resources within
the Monument. This report provides the basis for describing the Affected
Environment and "No Action" Alternative in the Draft Resource Management
Plan (DRMP) and Draft Environmental Impact Statement (DEIS). In addition, this
document provides a basis for determining potential impacts to Monument resources
for each alternative analyzed in the DRMP/DEIS.
Preliminary Planning
Criteria: This document represents a list of preliminary
planning criteria developed by the Monument Planning Team. The final planning criteria guided and directed the development of the
DRMP/DEIS. More specifically, the criteria determined how the planning
team approached the development of alternatives and ultimately the selection
of a Preferred Alternative.
Scoping Report: This
report summarizes the individual comments BLM received during the formal
scoping period of the planning process. It also summarizes the issues
and management concerns from public scoping meetings, internal scoping
meetings and those included in the Monument Preparation Plan.
Notice of Availability
Draft Resource Management Plan (Draft RMP) and Draft Environmental Impact
Statement (Draft EIS): This document analyzes alternatives for managing
public lands within the Monument. These alternatives are designed to
guide future management and resolve land management issues identified
during the early stages of the planning process.
Proposed Resource Management Plan (RMP) and Final Environmental
Impact Statement (EIS): This document responds to public comments received on the
Draft RMP/Draft EIS for the Monument. The Proposed RMP and Final EIS also correct errors in the Draft RMP/Draft EIS identified through the public comment process and internal BLM review. The Proposed RMP and Final EIS and associated analysis can present refined and modified versions of the alternatives and the accompanying impact analysis contained in the Draft RMP/Draft EIS.
Approved Resource Management Plan (RMP) and Record of Decision
(ROD): This document records the decisions reached by the BLM
for managing approximately 165,000 acres of public lands administered
by the Monument. Also, objectives and actions are described for fulfilling
the management direction and vision developed within the planning process.
