<title>Increase in Oil and Gas Drilling Permit Application Fees</title>

The fee took effect November 2; the previous fee was $4,000 per APD. To address this issue, the Bureau of Land Management (BLM) today released a Draft Environmental Impact Statement (EIS) for public review and comment. <title>Stargazing programs at Oregon Trail Interpretive Center</title>

Local astronomer Ric Riencks will present a program on solar viewing in the morning at 10:00 am. After hours evening programs begin at 6:00 with a 90 minute evening hike led by Jonathan Richardson, discussing the landscape and viewing the sunset. Night time viewing begins at 8:00 pm and lasts until 11:00, and is free to the public. Participants in the evening program are requested to observe star gazing etiquette of using no lights, other than red lights, to improve visibility for all star gazers. Star gazing will take place on the east side parking lots of Flagstaff Hill. Gates will close at 8:00pm to reduce the light interference from car headlights on the site's driveway. The Wagon Train will take place August 15-16 on Virtue Flat, directly south of the Interpretive Center. Made up of reproduction pioneer wagons, outriders, and costumed pioneer interpreters, the train will depart at 8:30 Saturday morning approximately 15 miles east of Baker City, on Bureau of Land Management land adjacent to Highway 86, will follow Ruckles Creek Road, and will encamp for the evening below the Interpretive Center.  The wagon train will stay encamped through noon on Sunday.

Even though the rains have continued in recent days, it will take only a few hours of sunny weather, wind and warm temperatures to continue to cure and dry this extremely heavy fine fuel load.  The BLM is asking the public to be very cautious with campfires, debris burning, controlled burning, and to choose parking areas that are clear of dry grasses and other flammables.
