<title>Increase in Oil and Gas Drilling Permit Application Fees</title>

The fee took effect November 2; the previous fee was $4,000 per APD. <title>BLM Honors Former District Manager Howard DeLano</title>

The deep glacial-carved gorges, stunning scenery, and wilderness experience bring visitors from across the country.  With maintained access by way of the Steens Mountain Loop Road, even passenger cars can handle the journey making the Steens a hard place to resist.  What you might not know is that Howard DeLano, former Bureau of Land Management (BLM) Burns District Manager, played in key role in development of the `Loop Road' and the access we all enjoy today.   

A commemorative plaque honoring DeLano's work is located at the Steens Mountain Cooperative Management and Protection Area turnout along the north Loop Road.  The public is encouraged to join in a celebration of DeLano's achievements on Friday, October 16 at 12:00 noon at Page Springs Campground on Steens Mountain. <title>Controlled Burns to Reduce Wildfire Threat</title>

Another 400 acres of public land located 18 miles northeast of Lakeview are scheduled to be underburned in early October.  Additional debris piles will be burned across the Lakeview District this fall and winter as the weather allows.

Oregon's Wild Horse Corral Facility in Hines will also be open on Saturday, September 26 from 8:00 a.m. to 3:00 p.m. for anyone interested in adopting a mustang straight from the pen.  

An additional National Adoption Day event is set for one week prior -- Saturday, September 19 - at the High Desert Museum in Bend, Oregon. Local astronomer Ric Riencks will present a program on solar viewing in the morning at 10:00 am. After hours evening programs begin at 6:00 with a 90 minute evening hike led by Jonathan Richardson, discussing the landscape and viewing the sunset. Night time viewing begins at 8:00 pm and lasts until 11:00, and is free to the public. Participants in the evening program are requested to observe star gazing etiquette of using no lights, other than red lights, to improve visibility for all star gazers. Star gazing will take place on the east side parking lots of Flagstaff Hill. Gates will close at 8:00pm to reduce the light interference from car headlights on the site's driveway. All roads are located within the Steens Mountain Cooperative Management and Protection Area. Road activities included road blading and shaping, moving large rocks off the road, and removal of junipers from the road area. The Oregon Natural Desert Association, along with other citizens, voiced significant concern that inadequate environmental review was conducted, a portion of the road was bladed and maintained into the Steens Mountain Wilderness, and that roads were actually realigned and greatly widened from their previous state. BLM is also re-opening the Rock Creek and Canton Creek Roads that were temporarily closed for public safety and fire management access.
