Collectively, these proposed sales are referred to as the Little River MMX Commercial Thinning project (Figures 1-5, Appendix G).  
The stands in the Little River MMX project area are densely stocked stands that are currently at or beyond the appropriate relative density for thinning.  The need for action is to provide substantial timber volume in support of the local economy and, within the reserved land-use allocations, accelerate development of habitat components for the northern spotted owl.

Clever Beaver Density Management was offered for sale at auction on June 21, 2011 but received no bids from prospective buyers. Roseburg Resources Company, under the terms of a reciprocal right-of-way agreement, constructed a road in the southwest quadrant of Unit 6 to access company lands to the south in Section 32, T. 29 S., R. 6 W., Willamette Meridian. This project involves placement of in-stream large wood within the boundaries of the Swiftwater Field Office, consistent with restoration projects proposed and analyzed in the Roseburg District Aquatic Restoration Environmental Assessment (EA) #OR-103-08-09.  The proposed project is funded by ODFW, and would be implemented by habitat restoration biologists from ODFW.  The ODFW will be responsible for project design, contract preparation, contract award, and construction of the large wood project in the North Fork of East Fork Rock Creek. The Saddle Up To Paradise project was not purchased at auction and was also not purchased during the 90 days it was for sale following the auction.  A depressed timber market in summer 2011 contributed to the Saddle Up To Paradise project not being purchased.

The Fitch Creek project is funded by Title II funding under the Secure Rural Schools Act and implemented by the Elk Creek Watershed Council (ECWC), a Bureau of Land Management (BLM) partner.  The ECWC will be responsible for project design, contract preparation, contract award, and construction of the large wood and boulder project in Fitch Creek. The South Fork Smith River, Little South Fork Smith River, Rock Creek Side Channels, Wolf Creek, and Bob Creek projects will be implemented by the BLM.  Project details are listed in Table 1. Fill beneath the lower section of the culvert was washed out, causing the culvert section and road fill above it to collapse into the stream.  Since the initial failure, continued sloughing has reduced the running surface of the road to approximately half its original width.  This poses a safety risk and threatens to close the road to vehicular traffic.
