The project area is approximately two acres in size (see attached map) and would require about one acre of ground disturbance, excluding the existing road prism.
A series of storm events from 2010 through the winter of 2012 caused a landslide which removed approximately one-half of the running surface, making the road unsafe and impassable.  Road No. 25-3-13.0 is a Maintenance Level 3 road servicing industrial timber haul and providing access for fire suppression and recreation use. 
The decision described in this document is a forest management decision.  Administrative remedies are available to persons who believe they will be adversely affected by this decision.  The protest period will be open for formal protest starting February 7, 2013.  To protest a forest management decision, a person must submit a written and signed protest to the Swiftwater Field Manager, 777 NW Garden Valley Boulevard, Roseburg, OR 97471 by close of business (4:30 p.m.) not more than 15 day after February 7, 2013.  The protest must clearly and concisely state which portion or element of the decision is being protested and why it is believed to be in error, as well as cite applicable regulations. SECTION 1 --THE DECISION
Decision
Johnson Cleghorn Thinning Project: It is my decision to authorize the Johnson Cleghorn Thinning
project as described, generally, in the Johnson Cleghorn Thinning Environmental Assessment (EA) under
Action Alternative 2 in Chapter 2 (NEPA#: DOI-BLM-OR-R040-2011-011-EA; pgs. 11-17, 20-22). In
addition, some components of Action Alternative 3 (EA, pgs. 23-25) will be authorized in Johnson
Cleghorn Thinning as described below. The project design features that will be implemented as part of
Johnson Cleghorn Thinning are described on pages 11-17 of the EA under &quot;Design Features Common to
Proposed Action Alternatives 1, 2, 3, and 4&quot; and additional project design features are included in
&quot;Updated Information&quot; below. These project design features have been developed into contract

The Bureau of Land Management (BLM), Swiftwater Field Office will offer the Johnson Cleghorn Thinning project for sale at auction. Johnson Cleghorn Thinning will occur on six units (approximately
244.3 acres of harvest) of second-growth forest approximately 42-51 years old located in the Upper Smith River Watershed in Sections 4, 5, 7, 8, 9, and 18 of T. 21 S., R. 07 W. Willamette Meridian. In addition, approximately 1.4 acres will be removed for the development of spur roads and rights-of-ways (Johnson Cleghorn Decision Document [Decision], pg. 1).
Johnson Cleghorn is within General Forest Management Area (GFMA) and Riparian Reserve lands administered by the Swiftwater Field Office, Roseburg District Office and Late Successional Reserve (LSR) lands administered by the Umpqua Field Office, Coos Bay District BLM. Johnson Cleghorn will provide approximately 5.613 million board feet (5.613 MMBF) of timber available for auction (Decision, pg. 1). The Elk Creek and Zuiches Creek projects are funded by Title II funding under the Secure Rural Schools Act and implemented by the Elk Creek Watershed Council (ECWC), a Bureau of Land Management (BLM) partner.  The ECWC will be responsible for project design, contract preparation, contract award, and construction of the large wood and boulder projects in Elk and Zuiches Creeks. The South Fork Smith River, Rock Creek, and Brush Creek projects will be implemented by the BLM. Project locations and details are listed in Table 1. Six units totaling 147 acres will be treated reflecting partial harvest of 15 acres of Unit 4, and seven acres of Unit 6.  Adjustments in unit acreage have also reduced the size of Units 1 and 5 by one acre each. The remaining timber volume to be harvested is 2,186 thousand board feet.
All authorized road construction and renovation in Units 3, 4 and 6 was completed prior to the cancellation of the original contract. The need for action is to provide substantial timber volume in support of the local economy and, within the reserved land-use allocations, accelerate development of habitat components for the northern spotted owl.

<guid>http://www.blm.gov/or/districts/roseburg/plans/files/InstreamRestDR.pdf</guid><description><![CDATA[It is my decision to authorize six stream restoration projects including the acquisition of instream wood, the placement of large wood or boulders, the removal of noxious weeds, and the planting of native shrubs and trees within the boundaries of the Swiftwater Field Office, consistent with restoration projects proposed and analyzed in the Roseburg District Aquatic Restoration Environmental Assessment (EA) #OR-103-08-09.  The Fitch Creek project is funded by Title II funding under the Secure Rural Schools Act and implemented by the Elk Creek Watershed Council (ECWC), a Bureau of Land Management (BLM) partner.  The ECWC will be responsible for project design, contract preparation, contract award, and construction of the large wood and boulder project in Fitch Creek. The South Fork Smith River, Little South Fork Smith River, Rock Creek Side Channels, Wolf Creek, and Bob Creek projects will be implemented by the BLM.  Project details are listed in Table 1.
