The BLM is re-publishing the EA with the Decision Record (DR) and signed Finding of No Significant Impact (FONSI).  After careful analysis of effects and consideration of public input on the EA, the BLM has decided to implement a scaled-down version of the original proposed action. As a result, the project will not develop any designated campsites, will not close any roads, and will not add a trash dumpster to the area. The BLM will install a temporary restroom (port-a-potty) while gaining public input on the best location for a permanent vault toilet. Once a site is identified for the permanent toilet, a gravel parking area will be developed to allow pull-through trailer access. The decision also includes modifications for the food and cover crop plots and irrigation for the fields. Implementation would begin as early as the winter, 2013, and may take up to six years to complete. The vegetation management project would be completed by using a variety of mechanized equipment and hand operated chainsaws. Harvested trees and biomass materials would be removed from the project area. Any residual material created by the vegetative treatments not removed from the project area would be burned or mechanically reduced and spread on site. Drill seeding will occur in areas where fire severity was moderate or higher, and where topography allows the equipment to operate (see Map). Drill seeding would be done during the fall/winter of 2011 using a rangeland drill.
Aerial Seeding-Apply seed aerially from a helicopter on 2,222 acres within the burned area (see Map). Aerial seeding operations will avoid major hunting seasons; if avoiding the entire hunting season is not possible it is recommended to avoid operations at the beginning of these seasons. The proposed treatment area is 1.5 miles from a known raptor nest; therefore a 0.25 mile no fly buffer will be implemented. The treatment areas were selected based on pre-fire ecological site condition of fair, topography (slope/aspect), and where moderate to high burn severity locations overlapped within the burn perimeter. Seeding treatments will target upland sites and drainage bottoms, specifically north to northwest slopes where soil moisture is higher and the probability of seed germination is greater. In addition, treatment areas will be focused where expansion of invasive species into native plant communities is likely due to disturbance caused by the fire. Area will be assessed prior to seeding to evaluate recovery of burned native vegetation prior to the treatment occurring.
