<title>Jumping Bean  - Environmental Assessment</title>

The project's primary objective is to implement forest management activities that would contribute to continuous timber production while restoring dry forest characteristics and reducing wildfire danger. The Oregon and California (O&amp;C) Railroad Revested Lands Act requires the Secretary of the Interior to manage O&amp;C lands for permanent forest production. 

The proposed activities are analyzed in the Jumping Bean Ecological Forestry Project Environmental Assessment (DOI-BLM-OR-M070-2012-003-EA) I) prepared by the Grants Pass Resource Area, Medford District, Bureau of Land Management (BLM). This EA discloses the predicted environmental effects of treating 1,201 acres of Hazardous Fuel Reduction, 637 acres of Density Management/ Hazardous Fuel Reduction, and 488 acres of Variable Density Thinning.  Associated harvest activities include 1.2 miles of temporary route re-construction, and 0.3 miles of temporary route construction, and 0.1 miles of existing route re-construction.  The temp routes would be decommissioned after harvest and fuel treatments are completed.

The ecological forestry project will be achieved by implementing a series of forest prescriptions tailored to a specific forest type based on plant associations.  The prescriptions are designed to restore forests and landscapes to conditions that are both more resistant and resilient to disturbances and that provide the diversity needed to restore and maintain native biodiversity and essential ecosystem functions.   Restoration of ecosystems at the stand and landscape scale are a primary focus, rather than singular goals, such as fuel and wildfire abatement, timber production, or wildlife habitat. The Williams IVM Project is designed to meet BLM's obligation to implement the Medford District Resource Management Plan (RMP) and to address the primary needs identified for lands in the Planning Area. The project's primary objective is to implement forest management activities that would contribute to continuous timber production whi le restoring dry forest characteristics and
reducing wildfire danger. The Oregon and California (O&amp;C) Railroad Revested Lands Act requires the Secretary of the Interior to manage O&amp;C lands for permanent forest production. 

The proposed activities are analyzed in the Williams IVM Project Environmental Assessment (DOI-BLM-OR-M070-2012-009-EA) and preliminary Finding of No Significant Impact (FONSI) prepared by the Grants Pass Resource Area, Medford District, Bureau of Land Management (BLM). The Williams IVM Project Environmental Assessment (EA) discloses the predicted environmental effects of treating 4,198 acres of Hazardous Fuel Reduction, 824 acres of Pre-commercial Thin, 827 acres of Density Management, 338 acres of Variable Density Thinning, 244 acres of Oak Restoration or Pine Restoration, and 194 acres of Commercial Thin.  Associated harvest activities include 0.61 miles of temporary route re-construction, and 0.31 miles of temporary route construction, and 0.28 miles of existing route re-construction.  The temp routes would be decommissioned after harvest and fuel treatments are completed. Commercial harvest unit 27-1 was previously harvested in the 1960s, planted, and currently a tree plantation.  The Environmental Assessment (EA) determined that Unit 27-1 was located on stable ground suitable for harvest activities.  However, during timber sale layout it was discovered that approximately 3 acres of the 17 acre unit were incorrectly mapped as Fragile Nonsuitable Woodland Slope Gradient (FGNW).  The proposed action is to correct the mapping error under the RMP. The Grants Pass Resource Area of the Medford District BLM is proposing 708 acres of Variable Density Thinning, 701 acres of Density Management/Hazardous Fuel Reduction, and 1,034 acres of Hazardous Fuel Reduction to implement forest management activities that would contribute to continuous timber production while restoring dry forest characteristics and reducing wildfire danger. The Jumping Bean Project Planning Area (PA) is north of the city of Grants Pass on federally managed land. The legal description of the Planning Area is T34S-R6W-Sections 12, 13, 23-27, 33-36; T34S-R5WSections 7, 11-15, 18-36; T34S-R4W-18, 19, 30, 31; T35S-R6W-Sections 1-5, 8-17, 21-28, 34-36; T35S-R5W-Sections 1-12, 14-36; and T36S-R6W-Sections 1-3; and T36S-R5W-Sections 1-4, 9-12, 14-16, and 21-22 in Josephine County, Willamette Meridian.

Since the release of the February 2012 Jumping Bean Project Scoping Report, the project has been assigned as a Western Oregon Ecological Forestry Project, as announced by Secretary oflnterior, Ken Salazar. This Ecological Forestry Project is being designed to be consistent with the Medford District RMP and with the ecological forestry work of Oregon and Washington professors Dr. Norm Johnson and Dr. Jerry Franklin.  Revisions will include consideration of Late Successional  Emphasis Areas (LSEAs), as well evaluating as additional where treatments may occur to better meet dry forest restoration objectives.

To access timber extraction units the following road work is included 1.44 miles of temporary route construction, 0.60 miles of temporary route re-construction, and 2.71 miles of road renovation/improvement. Temporary route construction and re-construction would be decommissioned after timber harvesting and fuel treatments are completed for this project. The public is encouraged to provide comments on or before October 18, 2012 so that the BLM interdisciplinary team may take these comments into consideration for refinement of the Proposed Action and potential development of action alternatives.
