<title>Speaking Coyote Project  - Scoping Letter</title>

The Speaking Coyote Project is located on the Grants Pass Resource Area, Medford District, Bureau of Land Management (BLM) near the communities of Wolf Creek and Sunny Valley.  The Speaking Coyote Project includes approximately 1,115 acres of proposed commercial thinning in overstocked conifer stands and approximately 20 miles of roadway daylighting maintenance.  There are approximately 35 conifer stands which range from 30 to 130 years of age. The majority of harvested timber will be from 7 to 30 inches diameter at breast height (DBH).

Additionally, 1.3 miles of existing roads are proposed for decommissioning. The proposed Rio Climax Project would harvest trees in conifer forest stands on BLM-administered land in the Antelope Creek and Lake Creek drainages of the South Fork Little Butte Creek Watershed. Forest management would be accomplished using a combination of timber sale, stewardship, and service contracts. Forest thinning (or other silvicultural) treatments, designed under the principles of sustained yield forestry, are tailored to forest and site conditions to meet the desired long term objectives for each forest stand type. Forest management would be designed to improve tree vigor and growth, reduce the impacts of forest disease, and promote the maintenance of fire resilient species such as pine and incense cedar. Alternatives analyzed in detail under this EA would harvest timber on 801 to 948 acres utilizing tractor, cable, and helicopter yarding systems. The alternatives also include unit-specific activity fuels treatments and pre-commercial thinning. A range of 1.25 to 2.75 miles of new road construction is proposed to access harvest units. The proposed project would lie within the Medford District which covers approximately 860,000 acres. 
The primary purpose of using this Integrated Vegetation Management (IVM) approach is to develop a program of work that first, contributes to healthy and resilient forest landscapes and species conservation, and secondarily provides a variety of forest products to contribute to the sustainability of local communities and industries.  To achieve these goals, the District has embarked on a District-wide environmental assessment of IVM that will utilize multiple contract and sales options, including timber sales, stewardship and service contracts, and other agreements.  It is anticipated that integrated vegetation management treatments could occur on up to 5,000 acres each year for the next five (5) years.

Harvest units under the West Fork Illinois timber sale comprise 228 acres.  An additional 83 acres are identified and selected for harvest under Alternative 2, however, those acres are deferred for economic reasons and will be bundled into a future timber sale. Approximately 60 acres of light commercial thinning will take place within riparian reserves.  None of the fuels treatments will be completed by machine masticator (slashbuster).  ).  The project area is located within the West Fork of the Illinois River watershed.
