<title>Cave Gulch Emergency Stabilization and Road Closure - Categorical Exclusion</title>

As a result the Bureau of Land Management (BLM) must take actions immediately to reduce erosion from the affected areas and to prevent or reduce the levels of noxious and invasive weed establishment in the bare ground areas that were created.  The BLM must also take actions to facilitate the success of these stabilization practices.

The decision is to implement the Proposed Action in CX number DOI-BLM-OR-B050-2010-0004-CX (enclosed).  The holes in the disturbed two tracks will be filled, the soil compacted and water barred where necessary, and the disturbed areas seeded with a mixture of native plants plus crested wheatgrass.  The stabilized two tracks and the immediate area will then be closed to motorized vehicle use beginning at the end of the area's big game hunting seasons, December 1, 2009. <title>South Steens Gather Plan for the South Steens Herd Management Area - Environmental Assessment/FONSI</title>

The current population of wild horses within the gather area is estimated to be 584 animals.  The AML for the herd is 159 to 304 wild horses.  The AML for South Steens HMA has been previously established based on monitoring data and following thorough public review. <title>North Steens Transmission Line - Scoping Letter</title>

The proposed 29-mile long transmission line would cross Bureau of Land Management (BLM), U.S. Fish and Wildlife Service, Malheur National Wildlife Refuge and private lands.  

Echanis, LLC recently applied for a right-of-way with the BLM to construct the 230 kilovolt (kV) line that would ultimately be used to convey power generated from wind farms proposed for development by parent-company Columbia Energy Partners, LLC on the north side of Steens Mountain.  

Those interested in the transmission line development are encouraged to participate in the public scoping process.  A formal comment form is attached to this scoping notice. Based on utilization records, a need exists to improve livestock distribution and utilization patterns.  Currently, the eastern half of Tired Horse Butte Pasture gets more use than the western side. The earthen fill of the reservoir will be left in place, so a pond with shoreline vegetation can develop.
