Fire Preparedness:
First component of firefighting, consisting of preparedness. Currently funded at 100% of Most Efficient Level (MEL). Funds are used to pay for engines and crews for hire. Also used for in-house agency crews, base salary for BLM employees normally funded by 2810, engines, supplies, and construction of related facilities such as dispatch centers. FY2002 OR/WA funding is $ ? million.
2821 Suppression Operations:
Second component of firefighting, consisting of fire suppression. Funds are used for salaries, overtime, hazardous duty pay, emergency equipment rental agreements, and all costs associated with a fire number, or for other agency support such as Oregon Dept. of Forestry (ODF) contract. No specific funds allocated. Payments are made for actual expenditures.
2822 Emergency Rehabilitation:
Funds are used for reforestation, seed and seeding, culverts, erosion check dams and other efforts to restore and rehabilitate areas damaged by fire suppression efforts, either by contract or in-house resources. Monitoring to determine success is included. No specific funds allocated, but authorization is provided up to $100,000 per project by the State Director, over which WO-Budget must approve. Funds are requested from Clif Fanning, OR932, who manages these emergency funds. Approved plans normally cover multiple years.
2823 Hazard Fuel Operations:
First component of hazardous fuels operations. It is used for fuels treatments primarily outside wildland urban interface (WUI) areas, such as to fund indefinite-delivery, indefinite-quantity contracts for multiple treatments. It can be used for either contract or in-house operations. Can include mechanical treatments as well as applications of prescribed fire. OR/WA allocation is $ ? million for FY2002.
2824 Wildland Urban Interface:
Second component of hazardous fuels operations. It is used for WUI areas but not necessarily for fuels reduction activities. Additional 2824 funds may be obtained separately through Al Carriere, WO-Fire Staff. Funding is subdivided into two categories:
(a) Fuels reduction projects, normally hazardous fuels reduction. In FY2002, allocated $ ? million for OR/WA generally.
(b) Commonly referred to as "grant money", these funds are awarded through a grant process where proposals are submitted and awards made under stated criteria. Tom Schmidt (FS) leads this effort, with involvement of Barbara Kennedy (BLM/FS), and Bob Heaton (BLM) in selection and award. Applications will be requested 1/14/02 and due 3/15/02. Awards will be made to federal and state agencies or local non-profit organizations. Allocation for BLM OR/WA is $ ? million
2860 Rural Fire Assistance:
(formerly 2825) Funds are targeted for assistance to municipal, rural and volunteer fire districts or departments, and county fire departments that cover identified fire districts. FY2002 BLM funding is $? for Oregon and $? for Washington, administered through assistance agreements with the Oregon Department of Forestry (ODF) and Washington Department of Natural Resources (WDNR) by sub-grants to local fire districts and departments.
