Our impression is that current management practices have shortcomings. The effects of weather events just this year and in the recent past indicate that this portion of the WOPR should be readdressed . This portion of the plan affects the sustainable use of both our soil and water resources. Environmentally appropriate technology for timber harvesting and other management practices. Many improvements have been researched and developed since the institution of the Northwest Forest Plan. Wheels and tracks on current heavy equipment produces considerable damage to the reestablishment of forest stands. I would appreciate encouragement in the WOPR to adopt better management practices in the near future. I did not see any substantive discussion, or even the terms mycology and microbial ecology within the current DEIS. I was rather stunned by the omission. More and more, I am less and less enamored with the broad use and application methods of herbicides and pesticides. I question the health effects of these toxic chemicals on wildlife and residents adjacent to the forest parcels where these are applied. More vision to better approaches should be explored and referenced in revisions to the WOPR. The decision not to include stochastic phenomena (phenomena related to climate shift and extreme weather events) directly in the simulation and optimization exercise has caused numerous opportunities in employment and commercial activities to be overlooked in the economic analysis, as well as, the volume of sustainable timber harvest. These include fire protection, invasive species, disease, infestations, extent of forest thinning, and quality of water resources . The economic analysis of the Draft Environmental Impact Statement (DEIS), focuses on timber harvesting jobs largely to the exclusion of all other work and commercial opportunities related to management, care, and use of our forest lands. I would like to see the with real living-wage jobs. A growing practice nationally has been to employ contract labor crews composed largely of foreign workers with, or without, H2-B visas and thus displacing local people from the forestry labor market. I would like to see direct and contractor employment refocused to provide employment opportunities to US citizens residing locally. Authorities, primarily in the southern counties, have expressed concern about the rise in foreign-based drug gangs producing illicit materials in remote locations within our national forests. No mention was made of this in the DEIS, but this definitely has an impact on the forests and the communities adjacent to them. Stumpage fees. A good many residents in our community with long timber harvesting experience are dismayed with current pricing practices. Please include references to, and a vision for, pricing practices and policies in revisions to the WOPR. Riparian widths, roads, soil erosion, and silt loading in seasonal and permanent streams.
