Endangered Species Act

Any decisions made through the BLM's Western Oregon Plan Revisions will be in compliance with the Endangered Species Act (ESA).  Here is some information about ongoing ESA efforts led by the U.S. Fish and Wildlife Service and NOAA's National Marine Fisheries Service.

Listed Species Important to the Western Oregon Plan Revisions

Northern Spotted Owl

Northern Spotted Owl

The Northern Spotted Owl was first listed on June 26, 1990. It is currently designated as Threatened in its entire range (CA, OR, WA, Canada B.C.) Currently, the U.S. Fish and Wildlife Service is developing a recovery plan for the northern spotted owl. A draft recovery plan has been prepared and released to the public for review. Also, the Fish and Wildlife Service is revising its 1992 critical habitat designation for this species. That proposed rule has also been issued for public review . The BLM's western Oregon plan revision team is working closely with these two efforts to fully consider these decisions in the planning process.

Marbled Murrelet

Marbled Murrelet

The Marbled Murrelet was first listed on October 01, 1992. It is currently designated as Threatened in the U.S.A. (CA, OR, WA). Currently, the U.S. Fish and Wildlife Service is revising the 1996 critical habitat designation for this shorebird that nests in large old-growth trees.  The proposed critical habitat revision was released to the public in September 2006 with a final determination expected about a year later.   That new information will be considered in the development of alternatives analyzed in the BLM's Western Oregon Plan Revision.

Within the western Oregon planning area are eight evolutionarily significant units for anadromous fish populations that are listed and/or proposed as threatened or endangered under the Endangered Species Act. Recovery Plans for the eight anadromous fish populations are in progress and are expected to be available for use in the plan revision. Under section 4 of the ESA, NOAA fisheries has designated critical habitat for evolutionaryily significant units within the western Oregon planning area.

Western Snowy Plover

Western Snowy Plover

The Western snowy plover was first listed on March 05, 1993. It is currently designated as Threatened in the U.S.A. (CA, OR, WA), Mexico (within 50 miles of Pacific coast). The critical habitat for this population is resticted to coastal beaches and sand dunes.
