Attached is a revised Survey Protocol for terrestrial mollusk species prepared in accordance with the requirements of the 2001 Record of Decision (ROD) for Amendments to the Survey and Manage (S&M), Protection Buffer, and other Mitigation Measures Standards and Guidelines. This protocol is to be used for those species listed in management categories that require site-specific, pre-disturbance surveys (including equivalent effort surveys) prior to habitat-disturbing activities. Species requiring pre-disturbance surveys are listed in Table 1.1 of the S&M ROD, as amended annually. Attached is the current list of all S&M mollusk species and current management categories (Attachment 1).
Surveys are required for those species in management categories, requiring pre-disturbance surveys, when proposed projects: 1) occur within the species range, 2) contain or lie within suitable habitat for the species, and 3) have the potential to cause a significant negative effect on the species habitat or the persistence of the species at the site. The protocol describes the range and habitat for each species, and provides guidance to assist line officers in determining the potential for a proposed project to cause a significant negative effect on habitat or site persistence. Line officers should seek specialists’ recommendations on the type, timing, and intensity of the proposed habitat-disturbing activity in order to evaluate significant negative effect.
Full implementation of this revised protocol is required for Ancotrema voyanum, Monadenia fidelis klamathica, and Monadenia fidelis ochromphalus, on grazing projects that have National Environmental Policy Act (NEPA) decisions, or decision documents, signed one year from the date of this memorandum and thereafter. Implementation of this revised protocol, for all other S&M terrestrial mollusk species in management categories requiring pre-disturbance surveys, is required on new projects where surveys have not yet been initiated.
This protocol will be revised, as appropriate, after field implementation and peer review but should be considered adequate to meet all ROD requirements until further notice. Questions
