Survey Protocols and Management Recommendations

Preparation and Review Procedure

The following procedure will be used to prepare and review all new and amended Survey & Manage Survey Protocols and Management Recommendations. The four step procedure will include:

  • Preparation and Review of Initial Draft
  • Validation Review and Preparation of Second Draft
  • Administrative Review and Preparation of Final Draft
  • Peer Review and Preparation of Final Documents

Preparation and Review of Initial Draft

Objectives:

Prepare initial draft of Survey Protocol and Management Recommendations.
1. Identify where the first draft Survey Protocol and Management Recommendations are inconsistent with the 1994 Northwest Forest Plan ROD (including S&G's), 2001 S&M ROD (including S&G's), and other pertinent agency policy and guidance.
2. Identify any implementation requirements that are not reasonable, achievable, sufficient, or time and cost effective.

Participants:

  • Mitigation Coordinator
  • Conservation Coordinator
  • Strategic Survey Coordinator
    Agency Representative Team (ART will contact managers and field personnel to provide the opportunity for their full participation).
    ISMS Program Manager
    Taxa Teams

Preparation, Review and Revision Procedure:

    1. Taxa team prepares initial draft of Survey Protocol or Management Recommendation.
    2. Taxa Lead sends draft Survey Protocols to the Mitigation Coordinator, draft Management Recommendations to Conservation Coordinator.
    3. Mitigation Coordinator/Conservation Coordinator distributes electronic copies to reviewers with set due date (at least three weeks).
    4. Each reviewer edits protocol in electronic format (will be necessary for administrative record). Each reviewer should focus on their area of responsibility but are welcome to comment on all aspects of the Survey Protocol or Management Recommendation. Reviewers should avoid edits that are not substantive.
    5. Reviewers will communicate with the taxa lead and with other reviewers as appropriate during their review.
    6. The Mitigation Coordinator/Conservation Coordinator will examine reviewer comments, establish a permanent file, forward comments to taxa lead and meet with taxa lead as appropriate in preparation for development of second drafts.

Preparation of Second Draft and Validation Review

Objective:

  • Prepare second draft.
  • Validate that comments received during the initial review were reasonably addressed.

Participants:

  • Mitigation Coordinator (for Survey Protocols) and Conservation Coordinator (for Management Recommendations).
  • Taxa Teams

Review and Revision Procedure:

Mitigation Coordinator/Conservation Coordinator will review development of second draft Survey Protocol/Management Recommendations and work with appropriate reviewers and taxa lead to resolve any issues which arose from the initial review.

Administrative Review, Preparation of Final Draft, and Implementation

Objectives:

  • Review second draft.
  • Identify where the second draft Survey Protocol and Management Recommendations are inconsistent with the 1994 Northwest Forest Plan ROD (including S&G's), 2001 S&M ROD (including S&G's), and other pertinent agency policy and guidance.
  • Identify any implementation requirements that are not reasonable, achievable, sufficient, or time and cost effective.
  • Prepare final draft.
  • Implement final draft.

Review Participants:

  • IMG
  • REO
  • Mitigation Coordinator (for Survey Protocols) and Conservation Coordinator (for Management Recommendations)
  • Taxa Teams

Review and Revision Procedure:

  • Mitigation Coordinator/Conservation Coordinator distributes electronic copies of second draft Survey Protocol/Management Recommendations to IMG members and REO representative(s).
  • IMG and REO reviews document and prepares comments for a regularly scheduled IMG meeting.
  • Survey Protocol/Management Recommendation is discussed at the regularly scheduled IMG meeting. Concerns and comments are recorded and forwarded to the Mitigation Coordinator/Conservation Coordinator.
  • Mitigation Coordinator/Conservation Coordinator forwards IMG and REO comments to Taxa Lead.
  • Taxa Lead prepares final draft and forwards to Mitigation Coordinator/Conservation Coordinator.
  • Final draft Survey Protocol/Management Recommendation is submitted for signature by Mitigation Coordinator/Conservation Coordinator and distributed in accordance with Agency guidelines. Transmittal memo will include guidance for implementation during one year trial period and procedures for submission of comments by field units after trial period.

Peer Review and Preparation of Final Documents

Review Objective:

  • To ensure that Survey Protocols and Management Recommendations are scientifically credible and effective (i.e. Does the Survey Protocol under review provide techniques that make the target species "likely to be located" or does the management recommendation under review describe habitat sufficiently and provide for a "reasonable likelihood of persistence at the site?").
  • Prepare Final Documents

Participants:

  • Species experts independent of S&M Survey Protocol/Management Recommendation development.
  • Field Managers and Technical Specialists
  • Mitigation Coordinator (for Survey Protocols) and Conservation Coordinator (for Management Recommendations)
  • Taxa Teams

Review and Revision Process:

    1. Mitigation Coordinator/Conservation Coordinator selects peer reviewers, establishes contracts as necessary and provides peer reviewers with copies of Survey Protocols/Management Recommendations.
    2. Peer Reviewers complete review and submit comments in electronic format.
    3. Field units implement final draft Survey Protocols and Management Recommendations for a period of one year.
    4. Field unit managers and technical specialists sends comments on Survey Protocol/Management Recommendations to Mitigation Coordinator/Conservation Coordinator after one year trial period in compliance with transmittal memo guidance.
    5. Mitigation Coordinator/Conservation Coordinator files copy of comments received from peer reviewers, field unit managers and technical specialists, forwards comments to taxa lead, and meets with taxa lead, as appropriate, in preparation for development of final documents.
    6. Taxa lead updates Survey Protocol/Management Recommendation as appropriate.
    7. Mitigation Coordinator/Conservation Coordinator re-initiates Administrative Review, as necessary or, if changes are not substantive and IMG concurs, prepares final Survey Protocol/Management Recommendation for signature and distribution.
