This version is a self-extracting, Zip file, containing the hyperlinked PDF Files that are on the distribution CD-ROM.  All of the PDF files are interlinked to the Table of Contents (pp. 41-48 of the printed text), and vice versa.  NOTE:  This is a self-extracting ZIP file of Volume I ONLY.  Download the file [FSEIS_Vol-1.exe] to your PC and place it into its own Folder or Directory.  Go to Windows Explorer and find the file on your PC.  Double-click the filename to extract all files into that single directory.  Then, double-click on the file called "prematte.pdf".  OR, the files are available individually below.
