This environmental assessment (EA) looks at the potential effects of a proposal to seasonally restrict human access and activities within a 412-acre area from January 15 to August 31 each year near the Trout Creek Campground, about 10 miles north of Madras, Oregon (see Map 1). The closure size and timing would be managed annually based on golden eagle nest selection, breeding success and fledging of offspring.

Summary: It is my decision to select Alternative 2 as described in the Environmental Assessment (EA) for Trout Creek Rock Climbing Area Access and Trail Plan with the following modification: This decision will not include construction of a new trail proposed to connect the existing Main Wall South Approach Trail with the proposed Cool Wall South Approach Trail (see Map 2). All design features described in Common to Alternatives 2 and 3 of the EA will be implemented.
