Andrews/Steens Resource Management Plan
(August 2005)

The Bureau of Land Management's Burns District has recently completed the Andrews/Steens Resource Management Plan (RMP). The Plan directs management in two distinct planning areas. One, the Steens Mountain Cooperative Management and Protection Area (CMPA), was established by Legislative Act on January 24, 2000, and encompasses approximately 428,156 acres of BLM administered lands. The Andrews Management Unit encompasses BLM administered lands in the Andrews Resource Area outside the CMPA, approximately 1,221,314 acres located to the west, south, and east of the CMPA. Both planning areas are located primarily in Harney County, Oregon with a small portion of the Andrews Management Unit located in Malheur County, Oregon.

The plan establishes objectives, standards, and guidelines for future management that define desired outcomes and conditions: The plan also makes specific Land Use Allocations and defines Allowable Uses and Restrictions including:

  • Right-of-way avoidance/exclusion areas
  • Land tenure zoning classifications
  • Designation of Special Recreation Management Areas
  • Visual Resource Management classifications
  • Off-Highway Vehicle (OHV) designations (Open, Closed, or Limited)
  • Designation of Areas of Critical Environmental Concern
  • Extent of allowable livestock grazing
  • Wildfire management
  • Wild horse Herd Management Area (HMA) boundary changes
