Title: BLM OR Chemical Treatments Polygon
Originators: Bureau of Land Management
Publication date: 20141219
Data type: vector digital data
Description
A characterization of the data, including its intended use and limitations.
Abstract:
CHEM_POLY: This dataset represents completed chemical land treatments on BLM managed lands in the states of Oregon and Washington. Chemical treatments are applications of herbicide or pesticide, to control or kill pests and invasive plants, or fertilizer to enhance plant growth.
Purpose:
This dataset is used for district, state, and regional needs for management and query of land management treatment.
Supplemental information:
Treatments are human alterations to the landscape for the purpose of natural resource management, including use, enhancement, and protection. A treatment creates something new; it creates a new physical entity on the landscape. This distinguishes treatments from attributes or information about treatments. Treatments are areas (polygons), zones of alteration. Chemical treatments have complex reporting requirements. Thus, additional attributes are necessary such as chemical application, quantity, active pounds applied, and target species for each chemical in the mix

TRT_ID
Definition:
Unique number identifier for the treatment entity. Multiple "units" of a treatment are given unique TRT_IDs and TRT_ID is unique across all treatment feature classes. Multiple units or phases of a treatment project are tied together by TRT_NAME, PLANID, NFPORS_PROJID or CONTRACTID as applicable.
Attribute definition source:
BLM
TRT_NAME
Definition:
Free text name that identifies the treatment entity, preferably with a place reference and treatment type reference. The name is one-to-one with TRT_ID and the two together provide more reliable identification as long as neither is changed. Naming conventions need to be standardized by programs and/or offices and enforced in order to avoid confusion and loss of information.
Attribute definition source:
BLM
PROJ_NAME
Definition:
District-assigned name for a project that encompasses several treatment types and/or treatment units. It is not the same as the plan or project authorizing the action (PLANID) and there may be many PROJ_NAME for one PLANID.

The OR/WA BLM may have administrative responsibility over some area that is physically located in Nevada, Idaho, and California, and vice versa. Similarly, the treatment may cross Resource Area or District boundaries and the administrative responsibility is assigned to one or the other. The unit can be identified only to the district or even state level.

TRT_ACRES
Definition:
These are actual acres treated or estimated acres proposed for treatment. Not derived from GIS but can be set to GIS_ACRES, if the entire polygon is considered treated. The TRT_ACRES may be substantially less than the total polygon acres, particularly for CHEM_POLY where treated acres (TRT_ACRES) is calculated as total gallons applied (GAL_MIX_AP) divided by MIX_RATE. May not be relevant to Biological (BIO) or Protection (PROT) treatments.

TRT_MONI
Definition:
Result as determined from post treatment inspection. Questions asked will be different for different treatment types. For prescribed burn (BURN), these might include: 1.	Was consumption of the targeted fuels inadequate, adequate, or excessive? 2.	Were targeted mortality levels inadequate, adequate, or excessive? 3.	Was soil heating acceptable or unacceptable? 4.	Did any unacceptable damage to non-targeted resources or resource values occur? For chemical treatment of weeds (CHEM) the question might be "Are there any weeds left?" For exclosures (PROT), the question might be whether the targeted animals were effectively excluded. For seedings (REVEG), the questions might include: 1.	What was the germination percentage? 2.	What percent survived 1 year? 3.	What was the coverage?

ACCURACY_FT
Definition:
How close, in feet, the spatial GIS depiction is to the actual location on the ground. There are several factors to consider in GIS error: scale and accuracy of map-based sources, accuracy of Global Positioning System (GPS) equipment, and the skill level of the data manipulators. A value of "0" indicates no entry was made. This is the correct value when the COORD_SRC is another GIS theme (Digital Line Graphs (DLG), Geographic Coordinate Database (GCD), Digital Elevation Model (DEM)) because the accuracy is determined by that theme. However, if COORD_SRC is MAP (digitized from a paper map) or GPS, a value of "0" indicates a missing value that should be filled in either with a non-zero number or "-1." A value of "-1" indicates that the accuracy is unknown and no reliable estimate can be made.

Data Quality and Accuracy Information
General
Information about the fidelity of relationships, data quality and accuracy tests, omissions, selection criteria, generalization, and definitions used to derive the data.
Completeness report:
Treatments are dynamic themes that are subject to frequent edits and changes.
Attribute Accuracy
Accuracy of the identification of data entities, features and assignment of attribute values.
Attribute accuracy report:
Many features were imported from the legacy data and the attributes are very incomplete. However, newer features will have more complete information and over time the dataset will become more accurate.
Data Source and Process Information
Process Steps
Information about events, parameters, tolerances and techniques applied to construct or derive the data.
Process step information
Process Step 1
Process description:
Legacy data may be introduced to the dataset by manuscripting on maps and digitizing, GPS, on-screen digitizing using a DOQ or DRG backdrop, duplicating lines from ownership, roads or stream layers, or a combination of these. Treatment boundaries that are based on identifiable physical features such as roads, ridgelines, streams, or on ownership changes should utilize those source line features to illustrate the cartographic relationship. New treatment polygons and edits of existing polygons will be added and noted by district staff.

Metadata Standards
Description of the metadata standard used to document the data and reference to any additional extended profiles to the standard used by the metadata producer.
Standard name: FGDC Content Standard for Digital Geospatial Metadata
Standard version: FGDC-STD-001-1998
Time convention: local time
FGDC Plus Metadata Stylesheet
Stylesheet: FGDC Plus Stylesheet
File name: FGDC Plus.xsl
Version: 2.0
Description: This metadata is displayed using the FGDC Plus Stylesheet, which is an XSL template that can be used with ArcGIS software to display metadata. It displays metadata elements defined in the Content Standard for Digital Geospatial Metadata (CSDGM) - aka FGDC Standard, the ESRI Profile of CSDGM, the Biological Data Profile of CSDGM, and the Shoreline Data Profile of CSDGM. CSDGM is the US Federal Metadata standard. The Federal Geographic Data Committee originally adopted the CSDGM in 1994 and revised it in 1998. According to Executive Order 12096 all Federal agencies are ordered to use this standard to document geospatial data created as of January, 1995. The standard is often referred to as the FGDC Metadata Standard and has been implemented beyond the federal level with State and local governments adopting the metadata standard as well. The Biological Data Profile broadens the application of the CSDGM so that it is more easily applied to biological data that are not explicitly geographic (laboratory results, field notes, specimen collections, research reports) but can be associated with a geographic location. Includes taxonomical vocabulary. The Shoreline Data Profile addresses variability in the definition and mapping of shorelines by providing a standardized set of terms and data elements required to support metadata for shoreline and coastal data sets. The FGDC Plus Stylesheet includes the Dublin Core Metadata Element Set. It supports W3C DOM compatible browsers such as IE7, IE6, Netscape 7, and Mozilla Firefox. It is in the public domain and may be freely used, modified, and redistributed. It is provided "AS-IS" without warranty or technical support.
Instructions: On the top of the page, click on the title of the dataset to toggle opening and closing of all metadata content sections or click section links listed horizontally below the title to open individual sections. Click on a section name (e.g. Description) to open and close section content. Within a section, click on a item name (Status, Key Words, etc.) to open and close individual content items. By default, the Citation information within the Description section is always open for display.
Download: FGDC Plus Stylesheet is available from the ArcScripts downloads at www.esri.com.
