        <procdesc>Created first OR/WA merged data, called OR-HA. Pam Keller/Dean Bolstad: One set of polygons, no overlap. Started with SEO_HMA and LAKPRN_HMA (not as much QA/QC). Pam worked with Dean (OR/WA Wildhorse program operations lead) to acquire and/or confirm herd area boundaries with the Districts (Prineville, Lakeview, Burns and Vale) horse program leads. Started with a GIS coverage created by OSO from small scale, very inaccurate maps. These early maps (which were then used for the original GIS data created by OSO) included: &#x201C;Wild Horse Herd Management Areas&#x201D; possibly produced by BLM in 1993, 1:1,000,000 scale, blueline. &#x201C;Southeast Oregon Special Management Areas&#x201D; July 1984, produced by BLM, 1:500,000 scale. &#x201C;Original Herd Management Areas in Oregon&#x201D; 1981, produced by USGS, no scale, but larger than 1,000,000 and smaller than 500,000. Original herd areas created by 1971 Wild Free-Roaming Horse &amp; Burro Act did not have official maps except those in District files and these may have been lost. The boundaries were described in general terms like &#x2018;where there are horses&#x2019;. Focus was on creating accurate HMA boundaries since these are the currently managed boundaries. HA (original, no longer managed for horses) boundaries were added on to the HMA boundaries and no attempt was made to &#x201C;improve&#x201D; the linework since there were no official maps or descriptions available. Districts were asked for more accurate boundaries or approve the inaccurate boundary as &#x201C;best there is&#x201D;. Received from Lakeview (Paul Whitman, Theresa Romasko): 1) Small scale map and boundary description for Pokegama: &#x201C;Hwy 66 to Klamath River, Klamath River to Copco Res, Copco Res to Irongate Res, Irongate to Jenny Crk, Jenny Crk to Hwy 66&#x201D;. Approved by Bill Lindsey &amp; Elena Robisch 4/27/1998. 2) &#xBD; in:mile map of Beatys Butte HMA without boundary description. 3) 1 in: mile map of Paisley Desert HMA with boundary symbolized for fences and rim.</procdesc>

Worked with them and Burns District Horse program staff (mostly Connie Pettyjohn, then Dellera) on reconciling the GIS polygons with the information in the national Wild Horse and Burro Information System. Had to reconcile name, number, total acres and BLM acres. Most recently the requests were to specifically identify each change to the original boundary with approving land management plan, date and change in acres. Land exchanges (some from the 1980&#x2019;s) were another problem in reconciling acre differences.</procdesc>

A few interior lines (where original herd areas were combined into currently managed HMA) were copied from older or-ha archives. These were given a creation date of 1/1/1994.         <attrdef>The designed primary key that will uniquely identify a single occurrence of the entity.  The six character code number assigned to the Herd Management Area.  The code consists of the two character administrative state abbreviation, followed by an assigned four digit code.  This field is used to connect this spatial dataset to the current WHB system, and should match that number.  </attrdef>

        <attrdef>The area of the polygon described in the Polygon Form Unit of Measure Type Name.  The entire acreage of the polygon regardless of land status.  Default:  0.0  This is a calculated value of area, in units of acres, based on the area field created by default within the ESRI Polygon data structure.  For the purposes of a 'national data layer', the data are to be stored in geographic coordinates which do not correspond to ground values.  This requires that there be a standard method for calculating this attribute.   The method used for these data are as follows:  Project the data into a standard projection such as the ESRI default Albers equal-area projection for the continental United States, "US Albers NAD 1983."  (Make sure the area measure of your data is square meters, as opposed to square feet.)  Then use the field calculator in ArcMap with the expression:  [GIS_ACRES] = [SHAPE_Area] * 0.0002471044.  Please note that the figure used in this calculation is the factor for converting the US Survey Foot value from the length of a meter, as opposed to the International Standard for converting meters and feet.</attrdef>

Attribute Domain Assignment:  DOM_ADMIN_ST   (Logical Attribute: State Alphabetic Code.  An alphabetic abbreviation that represents each of the 50 states of the United States, the District of Columbia, the outlying areas of the United States, and associated areas.  FIPS PUB 5-2.)  An administrative unit that identifies the state or geographic area which has administrative jurisdiction over lands, and cases.  The land for a case may not be physically located in the associated administrative state.  Only those states that are BLM administrative states are in the domain for this entity. Example: Montana is the Administrative State for public lands in the geographic States of Montana, South and North Dakota.</attrdef>

The FGDC-compliant format for the date field, YYYYMMDD, is for publishing/displaying the date field.   There are two methods in which the FGDC format could be used for storing the date.  The date format on the computer can be reset which may introduce unintended consequences within other programs, or the date field could be defined as a text field which would leave ample room for errors being introduced to the data.
