Title: BLM OR Wilderness Study Area Polygon
Originators: OR/WA BLM
Publisher: OR BLM
Publication place: Portland, OR
Publication date: 20141014
Data type: vector digital data
Description
A characterization of the data, including its intended use and limitations.
Abstract:
WSA_POLY: This data set represents Wilderness Study Area (WSA) boundaries as inventoried in the mid1980's and defined in the October 1991 "Wilderness Study Report". Wilderness Study Areas are essentially roadless areas under BLM jurisdiction. Wilderness Study Areas have special management restrictions and priorities. They are a one-time designation and new WSA or additions to WSA are rare. For a complete description of this data consult the Wilderness Study Areas Spatial Data Standard. http://www.blm.gov/or/datamanagement/index.php
Purpose:
Resource Management Planning
Supplemental information:
The Lost Forest RNA was created in 1972. An area designated as a Research Natural Area (RNA) is where natural processes are allowed to dominate and which is preserved for research, protection, and education of biological and/or physical features. Under current BLM policy, these areas must meet the relevance and importance criteria of ACECs and are designated and managed as ACECs. After passage of FLPMA in 1976, the Lost Forest RNA became an Instant Study Area (ISA) subject to wilderness review under section 603 (a) of FLPMA. While wilderness character was not found to be present in the RNA as a whole (due to roads criss-crossing the center of the unit), the southern third was evaluated separately as part of the Sand Dunes inventory unit, and became a WSA. By decision made in the High Lakes MFP In 1983, the RNA was incorporated into a much larger Lost Forest/Sand Dunes/Fossil Lake ACEC complex. In 2003, the Lakeview RMP/ROD made a decision to modify the ACEC/RNA boundary (see Maps SMA-9 and SMA-9A). The northern boundary was moved slightly to the south to correspond with BLM Road 6141-00. Since the ISA boundary could only be changed by action of Congress, it was not modified at that time. The existing withdrawal associated with the former RNA (and current ISA) boundary was also not modified. The ACEC boundary was also modified on the south to exclude a triangular-shaped area encompassed by the former USAF Backscatter Radar Site withdrawal (which has since been taken over by the GSA). However, this boundary adjustment had no effect on the Lost Forest RNA portion of the ACEC.

Process description:
Homestead WSA was erroneously edited to eliminate the lands within the WSA that are on USFS property. In making that edit, it was missed that there was an isolated BLM approx 120 acre poly at the south end. The USFS lands are indeed WSA, have been attributed with the RARE number (6291) and re-placed back into the corp theme, along with the BLM parcel. All ARC FLM attributes populated; gcd-based data snapped to corp gcdb.

Process description:
Added 4 ISAs. RNAs in existence prior to 1976 FLPMA became Instant Study Areas subject to wilderness review under sec 603(a) of FLPMA. Copied Cherry Creek RNA to Douglas-Fir ISA; Little Sink RNA to Little Sink ISA and Horse Ridge RNA to Western Juniper ISA with no change. Used map from the Wilderness EIS and another larger-scale map Jerry Magee found to create the Brewer Spruce ISA boundary. Lost Forest ISA was already in WSA. Brewer Spruce and Lost Forest ISAs have different boundaries from RNAs and this is correct.

FGDC Plus Metadata Stylesheet
Stylesheet: FGDC Plus Stylesheet
File name: FGDC Plus.xsl
Version: 2.0
Description: This metadata is displayed using the FGDC Plus Stylesheet, which is an XSL template that can be used with ArcGIS software to display metadata. It displays metadata elements defined in the Content Standard for Digital Geospatial Metadata (CSDGM) - aka FGDC Standard, the ESRI Profile of CSDGM, the Biological Data Profile of CSDGM, and the Shoreline Data Profile of CSDGM. CSDGM is the US Federal Metadata standard. The Federal Geographic Data Committee originally adopted the CSDGM in 1994 and revised it in 1998. According to Executive Order 12096 all Federal agencies are ordered to use this standard to document geospatial data created as of January, 1995. The standard is often referred to as the FGDC Metadata Standard and has been implemented beyond the federal level with State and local governments adopting the metadata standard as well. The Biological Data Profile broadens the application of the CSDGM so that it is more easily applied to biological data that are not explicitly geographic (laboratory results, field notes, specimen collections, research reports) but can be associated with a geographic location. Includes taxonomical vocabulary. The Shoreline Data Profile addresses variability in the definition and mapping of shorelines by providing a standardized set of terms and data elements required to support metadata for shoreline and coastal data sets. The FGDC Plus Stylesheet includes the Dublin Core Metadata Element Set. It supports W3C DOM compatible browsers such as IE7, IE6, Netscape 7, and Mozilla Firefox. It is in the public domain and may be freely used, modified, and redistributed. It is provided "AS-IS" without warranty or technical support.
Instructions: On the top of the page, click on the title of the dataset to toggle opening and closing of all metadata content sections or click section links listed horizontally below the title to open individual sections. Click on a section name (e.g. Description) to open and close section content. Within a section, click on a item name (Status, Key Words, etc.) to open and close individual content items. By default, the Citation information within the Description section is always open for display.
Download: FGDC Plus Stylesheet is available from the ArcScripts downloads at www.esri.com.
