        <procdesc>Removed existing plan and project boundaries for Burns and inserted Three Rivers and Andrews RA Boundaries then chopped out of these the Steens Mtn CMPA. Steens Mtn CMPA RMP (2005) overwrote the Three Rivers RMP (1992). The portions of Andrews RA outside of the CMPA is covered by the Andrews Management Unit RMP (also 2005). The 1992 Three Rivers RMP boundary is taken to be the current RA boundary (except where superceded by the CMPA RMP) even though the EIS maps have a different representation (approximating allotment boundaries in some places and excluding USFS and USFWS lands in some places) because it is impossible to digitally capture the exact intent of the EIS "boundary". The boundary of the Steens Mtn CMPA RMP is identical and defined by the Steens Mtn CMPA (NLCS boundary). The boundaries of the Three Rivers RMP and the Andrews MU RMP are defined as the resource area boundary (BLM Admin boundary) except where it is CMPA.</procdesc>
