| Document Publish Date: 8/16/2006 | |
| Summary: Based on the analysis of potential environmental impacts contained in the Environmental Assessment (EA) and all other available information, I have determined that the Proposed Action and Alternative #1 do not constitute a major Federal action that would significantly affect the quality of the human environment. Adoption of Alternative #2 -No Action could result in significant impacts. Therefore, an Environmental Impact Statement (EIS) is unnecessary and will not be prepared. | |

| Summary: Gathering and removal of excess wild horses from the Three Fingers Herd Management Area (HMA) is necessary to maintain a thriving natural ecological balance which protects public land resources from deterioration. Both actions are consistent with necessary population controls that maintain appropriate management levels established in the Southeastern Oregon Resource Management Plan (SEORMP, 2002). Recent monitoring has indicated heavy utilization of key vegetative species in riparian zones along perennial streams, springs, and reservoirs. Vegetation and soils have been extremely stressed in the summer when horses concentrate on the few available water sources. | |
