The proposed action is to issue a grazing lease for the Sulphur Canyon Allotment in Douglas County, WA, and implement an allotment management plan (AMP) that incorporates sage grouse conservation measures. BLM is seeking comments on this EA during the period indicated below. Comments should provide specific points relating to the EA, regarding the purpose and need, issues, proposed action, range of alternatives or associated impacts. Finding of No Significant Impact,Decision Record OR134-07-EA-032 Planning Completed
The BLM has prepared this environmental assessment (EA) in compliance with the National Environmental Policy Act (NEPA) as well as other appropriate federal and state laws and regulations. The EA discussed direct, indirect and cumulative impacts that may result from the proposed action or alternatives. The EA also provided supporting documentation for this decision. BLM is implementing this action by the authority delegated to the Bureau of Land Management found in section 302 (a) of the Federal Land Policy and Management Act of 1976 (43 USC 1732). Any applicant, permittee, lessee or other person whose interest is adversely affected by the final decision may file an appeal in accordance with 43 CFR 4.470 and 4160.4. The appeal must be filed within 30 days following receipt of the final decision, or within 30 days after the date the proposed decision becomes final. The appeal may be accompanied by a petition for a stay of the decision in accordance with 43 CFR 4.471. The appeal and petition for a stay must be filed with the Wenatchee Field Office Manager, Bureau of Land Management, 915 Walla Walla Ave, Wenatchee, WA. 98801. The following Finding of No Significant Impact (FONSI) is based on the Revised Sulphur Canyon Allotment Grazing Management Plan and associated Environmental Assessment (EA). The Sulphur Canyon Allotment Grazing Management Plan EA analyzes the effects of issuing a grazing lease for a period of 10 years (03/01/2008 -- 02/29/2018). The Revised Environmental Assessment and Decision Record will be posted to the website separately.

The following Proposed Decision is based on the Revised Sulphur Canyon Allotment Grazing Management Plan and associated Environmental Assessment (EA) and Finding of No Significant Impact (FONSI). With the issuance of this Proposed Decision, the previous Proposed Decision (issued June 9, 2010) is hereby withdrawn. In response to protests received on the previous Proposed Decision, the Grazing Management Plan and EA have been revised to include a new alternative and effects analysis. The FONSI and revised EA will be posted to the website separately.

In response to protests received on the previous Proposed Decision (June 2010), the Grazing Management Plan and Environmental Assessment (EA) have been revised to include a new alternative (Alternative 5) and effects analysis.This EA addresses grazing use on Bureau BLM lands within the Sulphur Canyon Allotment. This allotment is located in Douglas County Washington approximately 14 miles northwest of Coulee City.

The Bureau of Land Management Wenatchee Field Office is withdrawing the proposed decision for the Sulphur Canyon Allotment Grazing Management Plan in order to further clarify the specifics for this project. A new proposed decision will be issued once adjustments have been made.
