ODOT Communication Lease - Yellow Butte.

The State of Oregon Department of Transportation (ODOT) is requesting a Communication Site Lease from the BLM to operate, maintain, and terminate communication facility on Yellow Butte Communication site located in WM., T. 23 S., R. 6 W., sec. 27. ODOT is proposing to upgrade the communication equipment within the footprint of the site currently occupied by the Oregon State Police (Right-of-way grant OR 44265). The proposed action would authorize the existing use and improvements: one -- 8 x10 foot steel equipment shelter; one -- 8 x10 foot steel generator shelter; one -- 40 foot steel self-supporting tower; one -- ice bridge; one -- array of 6 module solar panel (attached to generator shelter roof); one -- 1,000 gallon propane tank; one -- two way Omni-directional antennae; and one -- two-way beam path from Yellow Butte to Harness Mountain. The equipment upgrade would include: installation of a new grounding system around the tower, shelters, and propane tank to meet Motorola R-56 safety standards; replacement of conduit between the propane tank and shelters; and the installation of an array of solar panels on the equipment shelter roof. In addition approximately 15 trees (ranging in size from 2 to 14 inches dbh) that are interfering with the signal relay to Harness Mountain or shading solar panels would be cut down and removed. The lease period would be for 20 years.
