Scoping Letter DOI-BLM-OR-R050-2011-0006-EA Planning in Progress
The Bureau of Land Management (BLM), Roseburg District Office, South River Field Office, has begun an environmental assessment (EA) for the Roseburg District Secretarial Demonstration Pilot Project. The Secretary of the Interior directed the BLM Districts of southwest Oregon to develop Demonstration Pilot Projects intended to demonstrate the application of principles of restoration forestry developed by Drs. Jerry F. Franklin and K. Norman Johnson. Part of the intent of these projects was to help inform long-term planning on BLM O&C lands. BLM will accept scoping comments until July 15, 2011. Environmental Assessment,Finding of No Significant Impact DOI-BLM-OR-R050-2011-0006-EA Planning in Progress
The Roseburg District Secretarial Pilot Project was designed to apply management direction from the 1995 Roseburg District Record of Decision and Resource Management Plan (ROD/RMP), which is tiered to the 1994 Roseburg District Proposed Resource Management Plan/Environmental Impact statement (PRMP/EIS). Project design also included principles of ecological forestry developed by Drs. Jerry F. Franklin and K. Norman Johnson (Applying Restoration Principles on the BLM O&C Forests in Southwest Oregon 2010), and technical assistance from the U.S. Fish and Wildlife Service regarding the Northern Spotted Owl Recovery Plan.

This environmental assessment analyzes variable retention harvest in the context of ecological restoration as proposed and developed by Drs. K. Norman Johnson and Jerry Franklin. The 1995 Roseburg Record of Decision and Resource Management Plan (ROD/RMP), as amended prior to December 30, 2008, provides general management direction and a framework for project design.

Finding of No Significant Impact DOI-BLM-OR-R050-2011-0006-EA Planning in Progress
The Roseburg District Secretarial Demonstration Pilot Project will apply variable retention harvest with dispersed retention on approximately 285 acres, while retaining approximately 132 acres of aggregates centered on areas of valuable wildlife habitat and other sensitive resources, as well as areas representative of pre-harvest stand conditions. Variable density thinning will be applied to 21 acres of Riparian Reserves in Section 17, T. 28 S., R. 3 W., W.M.
