Finding of No Significant Impact #OR-103-08-09 Planning in Progress
The Bureau of Land Management (BLM), Roseburg District Office proposes a suite of programmatic actions targeted at restoring aquatic habitat throughout the district (EA, pp. 9-21). The Aquatic Restoration EA is programmatic in nature, and analyzes the effects of watershed restoration activities within the Roseburg District based upon years of professional experience and review of available literature.

Middle Creek Culvert Replacements DOI-BLM-OR-R0000-2015-13-08-09-EA Planning Completed
The Middle Creek Culvert Replacements Project will replace three stream-crossing culverts on tributaries to Middle Creek in the summer of 2016. The culverts, located along the Middle Creek Access Road (BLM Road No. 32-8-1.0) are near the end of their service life and exhibit signs of failure. The replacement culverts will be designed to accommodate a theoretical 100-year flood event, and maintain or improve aquatic organism passage as well as movement of wood and substrates to Middle Creek which would improve habitat for resident and anadromous fish species. The culvert sites are located in Section 6, T. 32 S., R. 7 W., and Sections 31 and 32, T. 31 S., R. 7 W., Willamette Meridian. Project implementation will occur between July 16 and September 15, 2016, both dates inclusive. The environmental effects of the project are consistent with those described for similar actions in the Roseburg District Aquatic Restoration Environmental Assessment (#OR-103-08-09).
