| Summary: Since the majority of the stream crossing culverts were installed in the 1970's many are reaching the end of their serviceable life. There has been an ongoing effort on the Roseburg BLM District to replace culverts rated as being in poor condition. Many of these past crossings were not designed to facilitate fish passage and effectively block access to additional habitat or do not meet the Best Management Practice (RMP, pg. 134) of designing culverts to meet 100 year flood events. In addition, since crossings are at the end of their serviceable life they pose risk to public safety and have the potential to introduce sediment into streams thereby affecting water quality should a failure occur. | |
