The Prineville District, Bureau of Land Management (BLM) has developed a draft wilderness management plan and environmental assessment (EA) for the Oregon Badlands Wilderness, located about 14 miles east of Bend, Oregon and north of Highway 20. BLM policy requires that a wilderness plan be completed for each designated wilderness. The plan provides guidance for preserving and enhancing wilderness values while offering opportunities for solitude and primitive recreation, as well as managing other land uses and activities. The EA analyzes four alternatives that range from a No Action (continue present management) Alternative to a "Human Activity Least Present" Alternative. The alternatives address issues such as the location and design of trailheads, the number and placement of trails, the role of Special Recreation Permits, and limitations or requirements for types of uses such as rock climbing, hiking with dogs, or hiking with stock.

This plan provides the primary guidance for the Oregon Badlands Wilderness (OBW), a unit of the National Landscape Conservation System managed by the Bureau of Land Management (BLM). The plan also addresses actions outside the wilderness area, including wilderness access, trailheads, and interpretive and educational information provided to the public. This wilderness management plan is an implementation-level plan that provides a set of decisions outlining management of 29,301 acres of public land within the OBW.

Finding of No Significant Impact DOI-BLM-OR-P060-2011-0030-EA Planning Completed
The Bureau of Land Management (BLM) has completed an Environmental Assessment (EA), No. DOI-BLM-OR-P060-2011-0030-EA. In addition to analyzing the effects of Alternative 1 (No Action), the EA analyzes the effects of the No Action Alternative and three other action alternatives that protect wilderness values and manage visitor use.

Decision Record DOI-BLM-OR-P060-2011-0030-EA Planning Completed
Based on the analysis documented in the EA and FONSI, it is my decision to implement Alternative 2, Proposed Action with some elements from Alternative 3 and 4, because this combination best meets the purpose and need of the project. Mileages in this document are approximate.
