Description:

This dataset contains sections of road where field stream inventories found that "roads were limiting the stream function" within the geographic area depicted by the plan boundary in the John Day Resource Management Plan. "Properly Functioning Conditions" (PFC) were concentrated on to focus efforts on the most significant problem areas first based on field notes and knowledge of the area soils and restoration work, District staff proposed "fixes" to the roads to resolve or minimize the conflict. The PFC assessment is a method used by District staff with on-the-ground experience in the kind of quantitative sampling techniques that determine the condition of how well the physical processes are functioning. A consistent approach is followed for assessing the state of riparian-wetland areas through the consideration of hydrology, vegetation, soil, and landform attributes. Riparian and wetland areas are ecologically valuable, but only make up a small percentage of total land area. Riparian vegetation improves water quality, stabilizes stream banks, reduces erosion through dissipating stream energy, rebuilds floodplains that help store water to lessen impacts of floods, and improves water storage for groundwater recharge.

The intended use of this dataset is for analysis where the condition and assessment of riparian areas is important in the John Day Resource Management Plan.
