This feature is a representation of surface rights within the John Day Resource Management Plan boundary. Surface rights are landowner's rights to the exterior or upper boundary of the land (except those restricted by the mineral owner's rights) and water and other substances (except those defined as minerals) below it. See also mineral rights and subsurface rights.

Purpose:  

This dataset is for analysis and land planning in the John Day Resource Management Plan.
