Rights of Way
Rights of way (ROWs) are grants that authorize the use of public lands for specified purposes such as pipelines, roads, telephone lines, electric lines, and reservoirs. The Rights of Way map shows the location and types of rights of way, as well as parcels that currently lack rights-of-way. Mineral material sites, the FAA site withdrawal (an area reserved for a specific use or transferred to another Federal department, bureau or agency), and the 240 acres of BLM managed land currently being processed for transfer to the Oregon Division of State Lands are also shown on this map.

There are many different ROWs located within the Cline Buttes Recreation Area, including 44 miles of road ROWs, 34 miles of transmission line ROWs, and 15 miles of telephone ROWs. In general, road ROWs are granted to property owners who have no other means of access to parcels surrounded by public lands. There are currently about 7 private parcels within the CBRA that do not have ROWs granted to them for legal access.
There are also 207 acres of material sites (cinder pits or stockpile areas) in 5 different sites within the CBRA, along with a Federal Aviation Administration site on the southernmost butte.
