Recreation Emphasis
The UDRMP identified different areas for an emphasis on particular trail use and to what degree trails would be shared among different user types. The 4,101 acre area west of the Deschutes River and the separate 160 acre Harper Road parcel are designated exclusively for non-motorized trail use. Most of the remaining lands in Cline Buttes were designated for multiple use on separated facilities. Separation of motorized and non-motorized uses in these areas could be by facility, by area, or by season. Recreation Emphasis Map (PDF) The UDRMP contains further management direction that places emphasis on pedestrian trails within the Tumalo Canal ACEC. The UDRMP also specifies that trail development in the higher elevation portions of the buttes will be oriented toward providing non-motorized trail use for hiking, mountain biking, and equestrian use. During the UDRMP planning process, there was considerable debate over whether specific areas should be zoned exclusively for mountain bike vs. horse trails. The issue of segregation of these uses was left to be resolved in the Cline Butte Recreation Area design process.
