Recreation Concept Maps
The three concept maps were presented at a public meeting held at Eagle Crest Resort on November 14, 2006. Now that the concept maps have been presented, the Bureau of Land Management is asking for further input on these plans to help the agency further develop specific alternatives for the Cline Buttes Recreation Area design:
- Do these concepts represent a reasonable range of recreational opportunities?
- Are there specific issues with the location or general layout of facilities (trail use areas, trail links, trailheads, or staging areas)?
- Are there any special areas or certain trail needs not represented?
These concept maps (Maps A, B and C) are just concepts, representing a first cut at separating out different uses and limiting access to specific managed trailheads. Except for existing management direction contained in the UDRMP, no decisions or commitments have been made for the Cline Buttes Recreation Area. These conceptual plans are intentionally vague and were developed for the following reasons:
- To reflect what the public has expressed at previous meetings and workshops.
- To solicit additional puclic input early in the process.
- To allow the public to use thier knowledge of the area and add their creativity.
Many details remain to be developed, including important considerations such as:
- Reliance on use or improvement of existing routes vs. developing new routes.
- Overall density of the road and trail system, plus the effects on wildlife habitat and ecosystem health.
- Fire safety issues for emergency ingress/egress roads.
- Road and facility maintenance costs.
- Conflicts with homeowners regarding location of designated trails and roads.
- Need for, and location of, minor access points to provide neighborhood or subdivision level access.
- Other management tools, such as seasonal use periods, daily hours of operation, etc.

There will be additional opportunities to comment - once detailed alternatives are prepared and the draft environmental assessment is completed. However, any comments or suggestions received through May 2007 will be considered in the alternatives development phase.
