Required terms and conditions to provide for resource protection include, no vehicles allowed off of existing roads, no use of natural surfaced roads during wet weather conditions, seasonal restrictions to avoid disturbance to wildlife (northern spotted owl and wintering big game), and no-use protection buffers for Bureau Special Status plants. The only off road use would be foot travel. The action is subject to protest under 43 CFR 4.450-2.
