Summary: The Categorical Exclusion/Decision Record authorizes the BLM to issue one Right-of-Way Grant (OR 66714) pursuant to Title V of the Federal Land Policy and Management Act of October 21, 1976 (90 Stat. 2776; 43 USC 1761) over a natural surface, unnumbered BLM road across BLM managed land to access private property for the purpose of legal ingress and egress for maintaining and operating an irrigation system and pump for a water right, located along the Rogue River. The right-of-way grant area is 10 ft wide by 1,584 ft long (0.36 acres). All activities associated with maintaining the right-of-way would be in compliance with the terms and conditions of Right-of-Way Grant OR 66714 (see attached) and any additional Design Features listed below. The right-of- grant is proposed for 20 years with option for renewal.
