Summary: The Categorical Exclusion/Decision Record authorizes the BLM to issue a Special Recreation Permit to Bicycle Adventures to host the Southern Oregon and Crater Lake Classic Plus. This is an 8-day bicycle ride along the Oregon Coast Range then travel inland following portions of the Rogue River drainage and ends at Crater Lake National Park. The BLM portion is a single day non-motorized bicycle ride for 8 adults along the Galice Access Road on Tuesday, September 6, 2011. This is a land decision on a Special Recreation Permit in accordance with BLM regulations at 43 CFR Subpart 2930. All BLM decisions under 43 CFR Subpart 2931.8(b) "All decisions BLM makes under this part will go into effect immediately and will remain in effect while appeals are pending unless a stay is granted under 4.21(b) of this title", unless the Director of the Office of Hearings and Appeals or an Appeals Board has determined otherwise in accordance with specified standards enumerated in 43 CFR 4.21(b).
