Resource Advisory Committee
The Secure Rural Schools and Community Self-Determination Act of 2000 (P.L. 106-393) (as amended by P.L. 110-343) provides for federal funds to flow to counties that traditionally have been supported by timber payments. Below you will find information about the bill. Resource Advisory Committees (RAC) will make recommendations on how a portion of this money is used on projects which benefit public land and resources, as specified in the authorizing legislation.
Current Status of the Eugene Resource Advisory Committee (RAC)
On October 3, 2008, President Bush signed into law Public Law 110-343, The Emergency Economic Stabilization Act of 2008. Title VI of the law contains a re-authorization of the Secure Rural Schools and Community Self-Determination Act of 2000. The stated purpose of the reauthorization includes stabilizing and transitioning payments to counties to provide funding for schools and roads that supplements other available funds. This temporary extension of the Secure Rural Schools and Community Self-Determination Act of 2000 is intended to provide a financial bridge to prepare for the eventual loss of the program. The annual payment amount will decrease each year during the re-authorization until 2011 when the reauthorization expires and payments cease. 2011 is the fourth and final round of Title II projects for this legislation.
Title II funds may be used for the purpose of entering into and implementing cooperative agreements with willing federal agencies, state and local governments, private and nonprofit entities, and landowners for protection, restoration, and enhancement of fish and wildlife habitat, and other resource objectives consistent with the purposes of the Act on federal land and on non-federal land where projects would benefit the resources on federal land. Project Proposals for Title II grant funding will be accepted through August 15, 2011.
On June 1, 2011, the Secretary of Interior appointed 11 new RAC members to the Eugene Resource Advisory Committee. The Eugene RAC meetings are scheduled and will be open to the public.
The Committee duties and responsibilities are generally as follows:
- Review projects proposed under Title II of the Act;
- Propose projects and sources of funding to the Secretary and make recommendations regarding changes or adjustments that may be necessary to the projects the Committee is monitoring;
- Provide continuous coordination with appropriate land management agency officials in monitoring projects consistent with Title II of the Act;
- Provide frequent opportunities for citizens, organizations, tribes, land management agencies, and other interested parties to participate openly and meaningfully throughout the project development process;
- Monitor the development of projects that have been authorized; and
- Perform other duties as mandated by the Act.
