This Allotment Management Plan (AMP)/Environmental Assessment (EA) analyzes possible management actions developed through Interdisciplinary Team (IDT) recommendations, Steens Mountain Advisory Council (SMAC) recommendations, public comments, and in coordination with the livestock permittee, to aid in accomplishing allotment resource objectives and conform to (or continuing to conform to) all Oregon and Washington Standards for Rangeland Health and Guidelines for Livestock Grazing Management. Possible management actions include grazing management, permit renewal, and proposed range improvements including water developments. The goal of these management actions is to balance all resources and meet multiple use requirements, while conforming to required laws and policies.

The actions selected for implementation through the Proposed Decision include: approval of the AMP, easement acquisition, grazing permit renewal, livestock grazing management, and range improvements -- specifically spring protection, way relocation, a fence relocation, and a well and associated trough located outside of WSA and Wilderness. The implementation of these actions will result in significant progress being made toward achieving, or continuing to achieve Standards and Guidelines.

Having considered all alternatives and associated impacts based on analysis in EA# OR-06-027060, the final decision is to implement the actions described below, which are selected from multiple alternatives, specifically Alternatives B, D, and E: The selected actions are approval of the AMP, easement acquisition, grazing permit renewal, livestock grazing management, and range improvements, specifically spring protection, way relocation, a fence relocation, and a well and associated trough located outside of WSA and Wilderness. At this time, no decision is being made on water developments within WSAs.
