The Bureau of Land Management (BLM) is proposing to gather approximately 210 and remove approximately 120 excess wild horses from within and outside the Kiger and Riddle Mountain Herd Management Areas (HMAs) beginning about July 2011. Of the animals released post-gather, about 38 head would be mares, 38 would be studs, and 8 would be geldings. The released animals would be selected to slightly adjust sex ratios in favor of males in order to slow population growth and to maintain a diverse age structure, with Dun color characteristics and good saddle-type horse conformation (body type). The current policy calls for the use of the contraceptive, Porcine Zona Pellucida (PZP), where the post-gather population exceeds approximately 50 head or the annual growth rate exceeds 5 percent. This policy was implemented to reduce the frequency of gathers and the number of horses in long-term pasture. The "Kiger" horses, as they are commonly known, have had an almost 100 percent adoption rate since 1986. The respective herd sizes are 33 head for Riddle HMA and 51 for the Kiger HMA. Due to the small herd size, popularity, and adoptability, PZP contraceptives will not be considered for these herds.

Finding of No Significant Impact,Decision Record DOI-BLM-OR-B050-2011-0006-EA Planning Completed
Having considered the Proposed Action, No Action, other alternatives and associated impacts and based on analysis in DOI-BLM-OR-B050-2011-0006-EA, it is my decision to implement the capture and removal of excess wild horses in the HMAs as described in the Proposed Action. Pursuant to Title 43 of the CFR at 4770.3(c), the Kiger and Riddle Mountain HMAs 2011 gather will be approved for implementation following a 30-day appeal period, provided no stays are granted. Gather operations will begin on or about July 2011, and last until management objectives are attained.

Determination of NEPA Adequacy DOI-BLM-OR-B070-2015-0009-DNA Planning Completed
The Bureau of Land Management proposes to gather wild horses from the Riddle Mountain and Kiger Herd Management Areas (HMA), as well as those horses that have left the HMA to surrounding lands. This proposed action tiers to the Kiger and Riddle Mountain HMAs Wild Horse Gather Environmental Assessment (EA) DOI-BLM-OR-B050-20110006-EA (2011 Gather EA) which stated in the Reasonably Foreseeable Future Actions (RFFA) section, "Over the next 10 to 20 year period, RFFAs include gathers about every 4 years to remove excess wild horses in order to manage population size within the established AML [Appropriate Management Level] range" (p. 41).

Having considered the proposed action, no action, and alternatives and associated impacts and based on analysis in the 2011 Gather EA and the proposed action in DOIBLM-OR-B070-2015-0009-DNA, the decision is to implement the proposed action described in the DNA and in this decision record (DR), which includes gathering the estimated population on the range, removing excess horses, selecting horses that fit the characteristics ofthe Kiger Mustang (as described in the 1996 Riddle Mountain and Kiger Wild Horse HMA Plan), and returning those horses to the range to reestablish the low ends ofthe respective HMAs' appropriate management levels (AML) following the gather.
