Summary: The proposed action is for BLM to authorize the permittee to conduct rehabilitation of the unauthorized surface disturbance located in the Steens Mountain Wilderness by July 31,2013. Rehabilitation would consist of raking any major (over 1 ft high) earth berms by hand,seeding (with a native seed mixture) the entire disturbed area within the wilderness boundary using a hand seeder, seed will be provided by BLM.
