Round 13 Call for Nominations
The Bureau of Land Management is now accepting Round 13 nominations for projects authorized by the Southern Nevada Public Land Management Act of 1998 (SNPLMA, Public Law 105-263, as amended), in the following categories:
  • Environmentally Sensitive Land Acquisitions
  • Capital Improvements
  • Conservation Initiatives
  • Parks, Trails, and Natural Areas
  • Eastern Nevada Landscape Restoration Project (ENLRP)
  • Hazardous Fuels Reduction and Wildfire Prevention
  • Clark County Multi-Species Habitat Conservation Plan and Implementation (MSHCP)
Due to dramatically slowing land sales and falling interest earned on funds in the Special Account, SNPLMA funds available for Round 13 are significantly lower than previous rounds. As a result, although the round is open to all categories there should be no expectation that every category will receive a recommendation for funding in Round 13.  
 
Please carefully adhere to the limitations and requirements outlined below to ensure complete packages and thorough responses to criteria questions. Incomplete packages will not be accepted for consideration.
 
Nomination packages will be accepted beginning Monday, September 12, 2011, through the close of business (4:30 p.m. Pacific Time) on Thursday, November 10, 2011. Late submittals will not be accepted.

Land acquisition nominations require early submittal of a nomination summary and a preliminary title report by 4:30 pm PST on Tuesday, October 11, 2011. The summary form for this submittal is available on the SNPLMA website at the link listed below. 

ROUND 13 NOMINATION LIMITATIONS - ALL CATEGORIES

Nominations are limited to two submissions per entity per category. The only exception to this is the Hazardous Fuels category where eligible entities are limited to two submissions per entity per legislative area (the Lake Tahoe Basin, the Carson Range in Douglas and Washoe Counties and Carson City, and the Spring Mountains in Nevada.) 
  1. Entities are to limit nominations to the lowest cost option for a viable project.
  2. Nominations are limited to one project location (e.g., rehabilitate one campground, not two or three; one physical location/facility within an agency’s or entity’s management area – see Section IV.G.1. for information regarding qualifying project siting at the identified physical location within the management area). Nominations for work at multiple locations/facilities will not be accepted except in the Hazardous Fuels category.
  3. Except where provided by the SNPLMA legislation, as amended, nominations may not identify non-eligible Federal agencies, organizations or other entities as proposed to receive funding to implement or assist in implementing the project through contracts and/or agreements.

ROUND 13 FORMATTING, SUBMITTAL AND CONTENT REQUIREMENTS
 
New for Round 13 are GENERAL FORMATTING AND SUBMITTAL REQUIREMENTS and NOMINATION CONTENT REQUIREMENTSapplicable to all categories. For example, one significant new content requirement is that all nominations include a specific Purpose Statement and that deliverables be categorized as Primary, Anticipated, or Standard as defined in the package requirements.   Another new requirement is that nominating entities complete a “Performance and Capacity Worksheet” for inclusion in the nomination package.
