Appendix H: Comments and Responses
The BLM received approximately 460 sets of written and oral comments following public review of the Draft EIS. From these letters, BLM responded to approximately 4,500 individual comments.
Each letter and meeting transcript was assigned a unique number, with individual comments identified within each document. Below is the comment index, which matches the unique document number to the author. For example, opening "Public Meeting Transcripts" will provide the unique document number for each meeting.

The following table provides links to comment responses, organized by the categories above (non-substantive letters did not require a response and therefore are not in the comment response table). Responses are provided for each letter in that category, identified by the unique document letter followed by the comment number within the document. For example, opening "State Government" will show all of the comments and responses to comments for State Governments. The document starts with the N-4 State Grazing Board, document #34807. The first comment within their submission is labeled 34807-1, the second comment 34807-2, and so on. The individual comments within each submission are highlighted and labeled within the comment letter itself (next section of this web page).
Several comments received were of the same theme, and for those comments BLM developed a standard response. The comment response for one of those comments will say something like "See Standard Response #____". Standard comment responses are provided in the link below.

Center for Biological Diversity Action Alert Letters
The BLM received over 20,000 Action Alert submissions from the Center for Biological Diversity effort. A list of the commenters and the text of the Action Alert are provided below:
