Lincoln County Land Act Groundwater Development and Utility Right-of-Way Project EIS Schedule

Scoping

The public comment period opened on March 31, 2006 and extended through May 1, 2006.  The Final Summary Scoping Report was prepared and made available to the public in September, 2006.

Draft EIS

From May 2006 through the spring of 2008, the Bureau of Land Management began work on the Draft Environmental Impact Statement (EIS).  This work included identifying the issues to be analyzed in the EIS, addressing data gaps, collecting data, formulating alternatives, and preparing the analysis.  The Draft EIS was made available for public review on May 23, 2008.  The Bureau of Land Management, in accordance with the National Environmental Policy Act, published the Notice of Availability for the Draft EIS in the Federal Register and local media, which began a 60-day public comment period (May 23, 2008 through July 22, 2008).

Final EIS

The Final EIS was made available to the public on May 1, 2009.  The Bureau of Land Management, in accordance with the National Environmental Policy Act, published the Notice of Availability for the Final EIS in the Federal Register and local media.  Although the 30-day availability period is not a formal public comment period, the BLM accepted and considered comments if they identify significant new circumstances or information relevant to environmental concerns and bear upon the proposed action.  Written comments were accepted through June 1, 2009. 

Record of Decision

The Record of Decision was signed and made available to the public on January 8, 2010.
