HOW TO APPLY FOR A SPECIAL RECREATION PERMIT
The following items are the minimum required information for obtaining a Special Recreation Permit to operate commercial, competitive or organized group events/services on BLM lands in the Black Rock Desert - High Rock Canyon Emigrant Trails National Conservation Area. The documents shown in blue are fillable on-line and can be e-mailed or printed, but cannot be saved. Always print a copy for your documentation.
For SRPs during the primary use season the following requirements apply:
Permit requests for areas within the Black Rock Desert – High Rock Canyon Emigrant Trails National Conservation Area, during the primary visitor use season (May-September), must be received by May 1st annually to be considered.
For SRPs outside of the primary use season the following requirements apply:
- Application for new permits should be received at least 180 days in advance. There are some exceptions to this rule in areas that have been previously analyzed for specific permitted uses.
- Permit renewal applications must be received at least 120 days in advance.
REQUIRED DOCUMENTATION FOR ALL SRPS:
□ Special Recreation Permit Application 2930-1 – This standard application form must be completed for all new permit requests. Permittees wishing to renew an existing permit do not need to submit this form, but should submit a letter of intent to renew the permit each year along with the other application materials.
□ Annual Operating Plan – Must be completed with updated information each year. The form that is provided is the absolute minimum required information. Please provide any additional information related to your activity that can be used in assessing the application and the appropriateness of your proposal.
□ Proof of Insurance – All permitted uses are required to carry liability insurance that provides coverage for the activities identified in the operating plan. The United States Government Bureau of Land Management must be listed as additionally insured on the insurance certificate or supplement. Click here for insurance requirements information.
COMMERCIAL GUIDE PERMITS ALSO REQUIRE THE FOLLOWING ITEMS:
□ Master Guide License – A current Master Guide License from the Nevada Division of Wildlife is required to guide for any type of game (including fish) on public lands in Nevada. For information about obtaining a Master Guide License, visit the Nevada Department of Wildlife website as: www.ndow.org.
□ Master Guide/Client Record – Provide a copy of your Guide/Client record from the previous year with any permit application or renewal. This is the same form required by NDOW annually.
□ Individual Trip Plan – Must be completed in advance for every commercial guide trip that occurs on BLM lands, whether in the Winnemucca District or another BLM district. The form can be opened and printed, or downloaded and filled in electronically. Always provide a detailed map with Trip Plan that shows campsites, parking areas, hiking/hunting locations, etc.
