The entire Duckwater Allotment encompasses approximately 807,662 public land acres. That portion of the Duckwater Allotment permitted to Vince Ferreira (Little Smoky Valley Use Area) encompasses approximately 170,000 acres.
The purpose and need for the action is to fully process and renew the grazing term permit and reissue the permit for Vince Ferreira on the Little Smoky Valley Use Area of the Duckwater Allotment. The permit is administered by the Battle Mountain District BLM, however the Egan Field Office has monitored the grazing area since 1992 and has agreed with Battle Mountain BLM to renew the permit. The current term permit for Vince Ferreira has been issued for the period 4/01/2006 to 1/22/2013 and authorizes 2,481 AUMs of active permitted cattle use on the Duckwater Allotment with a season of use from 10/01 to 03/31 (see permit schedule below). This permit has not yet been fully processed.

Active authorized grazing use in the Duckwater Allotment is 2481 AUMs.
An evaluation of the range monitoring data and rangeland health has been conducted for that portion of the Duckwater Allotment permitted to Vince Ferreira and has previously been presented in the Standards Determination Document for the Duckwater Shoshone Tribe, Duckwater Cattle Company, Paris Livestock, and Tom and Ellen Gardner Grazing Term Permit Renewals on the Duckwater (00701) and Monte Cristo (00614) Allotments.
The grazing permit area occurs entirely within Nye County, and is situated in the west central portion of the Ely District BLM, approximately 55 to 70 miles west of Ely, Nevada. The Little Smoky Valley Use Area occurs in the Central Little Smoky Valley Watershed (122) and South Little Smoky Valley Watershed (176). The permit renewal area is located within sage grouse, deer, elk, and antelope habitat. Approximately 30,000 acres in the southwest portion of the Little Smoky Valley Use Area, within the Duckwater Allotment, are located within the Park Range Wilderness Study Area. The Little Smoky Valley Use Area also occurs within the Pancake Wild Horse Herd Management Area.
Little Smoky Valley is primarily located within the Major Land Resource Area 028B, the Central Nevada Basin and Range Area. The term permit will be issued in accordance with Title 43 CFR 4130.2(a), “Grazing permits or leases shall be issued to qualified applicants to authorize use on the public lands and other lands under the administration of the Bureau of Land Management that are designated as available for livestock grazing through land use plans.”
