The Indian Jake Allotment encompasses approximately 56,542 public land acres. The entire Preston Allotment encompasses approximately 10,250 acres. That portion of the Preston Allotment permitted to Tom Rosevear (separate fenced pasture) encompasses approximately 1,400 acres. The Willow Springs Seeding Allotment encompasses approximately 300 public land acres while the Willow Springs Seeding Addition Allotment encompasses approximately 602 public land acres.
The purpose and need for the action is to fully process and renew the grazing term permit and reissue the permit for Tom Rosevear on the above mentioned allotments. The current term permit for Tom Rosevear has been issued for the period 3/01/2001 to 2/28/2011 and authorizes 2,985 AUMs of active permitted cattle use on the above mentioned allotments with a season of use that varies by allotment (see permit schedule below). This permit was fully processed through an environmental assessment (EA) NV-040-01-022 that was prepared in November, 2000.

An evaluation of the range monitoring data and rangeland health will be conducted for the four allotments permitted to Tom Rosevear. This data will be summarized in a Standards Determination Document. The grazing permit area occurs entirely within White Pine County, and is situated in the west central portion of the Ely District BLM, approximately 30 to 40 miles west or southwest of Ely, Nevada. The Indian Jake Allotment occurs in the Jakes Valley Watershed (129) while the other three allotments occur within the White River Central Watershed (160B). The four allotments together are located within sage grouse, deer, elk, and antelope habitat. Approximately 100 acres in the west portion of the Indian Jake Allotment are located within the Forest Service Bald Mountain Wilderness Area. A portion of the Indian Jake Allotment occurs within the Jakes Wash Wild Horse Herd Management Area.
All four allotments are located within the Major Land Resource Area 028B, the Central Nevada Basin and Range Area. The term permit will be issued in accordance with Title 43 CFR 4130.2(a), “Grazing permits or leases shall be issued to qualified applicants to authorize use on the public lands and other lands under the administration of the Bureau of Land Management that are designated as available for livestock grazing through land use plans.”
